2025: Completion
By the end of 2025, the construction of a large-scale sports complex - an ice palace, the construction of which cost 23 billion rubles, will be completed in Nizhny Novgorod on the Volga and Oka Strelka.
This informs "" Kommersant with reference to the Institute for the Development of the Urban Environment Nizhny Novgorod region (IRGSNO), whose specialists are already testing equipment and setting up lighting scenarios. The overall readiness of the ice arena, according to Igor Ishchenko, general director of the Nizhny Novgorod Region Development Corporation, is 96%.
As State Duma deputy from the Nizhny Novgorod region Yuri Stankevich assures, the new ice palace, which will become the home arena for HC Torpedo, meets the highest world standards. When designing it, more than a hundred wishes of HC Torpedo were taken into account, as well as the experience of ex-team coach Igor Larionov. Thanks to this, the arena will meet the standards of not only the KHL, but also the NHL.
Komsomolskaya Pravda, based on the information provided by Yuri Stankevich, highlighted the key features of the complex:
- capacity of stands: 12,000 spectators;
- multifunctionality: the transformed main arena will allow holding not only hockey matches and sledge hockey competitions, but also concerts of celebrities;
- technical equipment: a unique media cube for displaying the score of a game with full lighting on all sides;
- infrastructure: a press center equipped with a simultaneous translation system; comfortable conditions for people with limited mobility, large families and parents with small children.
As Kommersant-Volga wrote, the project was launched in 2022 according to the concession model, where the investor was Ice Palace LLC, a subsidiary of the Regional Development Corporation. Over the three years of construction, its cost increased from the initial 15 billion rubles to 22.9 billion. As a support measure, the facility was exempted from property tax in October 2025.[1]
2024: Construction of the facility
By the end of November 2024, the construction of the largest ice palace with artificial ice in the Nizhny Novgorod region on Strelka is being completed. The facility worth ₽15 billion is being built as part of a concession agreement between the regional government and Ice Palace LLC.
900 workers and 35 pieces of equipment are involved in the construction site. The general contractor is Crocus.
Deputy Governor of the Nizhny Novgorod Region Yegor Polyakov stressed that the concession mechanism made it possible to quickly start implementing the project, while the concessionaire covers part of the costs from future revenues.
According to the Gipernn.ru, the project includes the main arena for 12 thousand spectators, two training grounds, halls for gymnastics and active sports. The complex will house the locker room of the hockey club Torpedo"" and a press center for 100 people.
Three entrance groups with the necessary infrastructure for people with limited mobility are equipped for visitors. Escalators and elevators will be installed inside the building for comfortable movement between floors.
The financing of the project is distributed among the federal budget, the regional budget and extrabudgetary sources in equal shares. The maximum amount of obligations of the Nizhny Novgorod region to pay a capital grant will be ₽26 billion.
As of November 202, it performs the installation of gypsum board walls and partitions, decoration of the premises, insulation of the facade, laying of engineering networks and the construction of a multi-layer floor with a heating system.
The construction of the sports facility is scheduled for completion in 2025. Control over expenses is carried out through the mechanism of state expertise of design and estimate documentation and the regional Ministry of Construction.[2]
