Inspection of construction and housing supervision of the Altai Territory

The Inspection of Construction and Housing Supervision of the Altai Territory (State Inspectorate of the Altai Territory) is an executive body of the Altai Territory.

History

2018: Reorganization into the Inspection of Construction and Housing Supervision of the Altai Territory

By the Decree of the Government of the Altai Territory of October 16, 2018 No. 392, the State Inspectorate of the Altai Territory was renamed the Inspection of Construction and Housing Supervision of the Altai Territory ^[1]

The State Inspectorate of the Altai Territory was reorganized in the form of a division into the Inspection for Supervision of the Technical Condition of Self-Propelled Machines and Other Types of Equipment of the Altai Territory and the Inspection of Construction and Housing Supervision of the Altai Territory.

The inspection of construction and housing supervision of the Altai Territory is carried out on the territory of the Altai Territory:

• regional state control (supervision) in the field of shared construction of apartment buildings and (or) other real estate objects;
• regional state control (supervision) over the activities of housing and construction cooperatives related to raising funds from cooperative members for the construction of apartment buildings;
• regional state construction supervision;
• regional state housing control (supervision);
• regional state supervision in the field of protection of the population and territories from emergency situations;
• licensing of entrepreneurial activities for the management of apartment buildings, including regional state licensing control over the implementation of entrepreneurial activities for the management of apartment buildings (since 01.03.2022);
• state supervision of the implementation by local authorities of powers in the field of protection of the population and territories from emergency situations;
• state control (supervision) over compliance by executive authorities and local self-government bodies of the Altai Territory with the requirements established by housing legislation, energy conservation legislation and on increasing energy efficiency of requirements for the use and safety of housing stock, regardless of its form of ownership^[2].

2011: Reorganization into the State Inspectorate of the Altai Territory

By Decree of the Administration of the Altai Territory of January 24, 2011 No. 24, the Inspectorate of State Construction Supervision, Control and Supervision in the Field of Shared Construction of the Altai Territory, the State Housing Inspectorate of the Altai Territory and the State Inspectorate for Supervision of the Technical Condition of Self-Propelled Machines and Other Types of Equipment of the Altai Territory were reorganized by merger. The successor of the reorganized executive bodies of the Altai Territory was the State Inspectorate of the Altai^[3] the^[3] of the^[3].

The State Inspectorate of the Altai Territory was the executive authority of the Altai Territory, performing:

• regional state construction supervision during construction, reconstruction of capital construction facilities;
• state control and supervision in the field of shared construction of apartment buildings and (or) other real estate objects;
• regional state housing supervision over compliance with the requirements established by housing legislation (including requirements for the use and preservation of the housing stock, regardless of its form of ownership), the legislation of the Russian Federation on energy conservation and on increasing energy efficiency;
• regional state supervision in the field of technical condition of self-propelled machines and other types of equipment.

2007: Activities of the Inspection of State Construction Supervision, Control and Supervision in the Field of Shared Construction of the Altai Territory

By the Decree of the Administration of the Altai Territory of February 13, 2007 No. 53, the Decree of the Administration of the Territory of April 4, 2006 No. 140 "On Inspection of State Construction Supervision of the Altai Territory Administration for Construction and Architecture" was declared invalid and the "Regulation on Inspection of State Construction Supervision, Control and Supervision in the Field of Shared Construction of the Altai Territory" was approved.

Inspection of state construction supervision, control and supervision in the field of shared construction of the Altai Territory (Inspection of the Altai Territory for Supervision in Construction) was the executive authority of the Altai Territory, which carried out regional state construction supervision at capital construction facilities, control and supervision in the field of shared construction of apartment buildings and other real estate On^[4].

2006: Activities of the State Construction Supervision Inspectorate of the Altai Territory Administration for Construction and Architecture

Based on the Decree of the Administration of the Altai Territory dated April 4, 2006 No. 140 by the Executive Authority, authorized to carry out state construction supervision in the Altai Territory, was the Inspection of State Construction Supervision of the Altai Territory Administration for Construction and Architecture^[5]

Decree of the Administration of the Altai Territory of February 16, 2005 No. 83 was declared invalid.

2005: Activities of the State Construction Supervision Inspectorate of the Altai Territory Administration Committee for Construction and Architecture

Decree of the Altai Territory Administration of February 16, 2005 No. 83 approved the Regulation on the Inspection of State Construction Supervision of the Altai Territory Administration Committee for Construction and Architecture. The inspection was a structural unit of the specified committee and served for:

• implementation of state construction supervision during construction on the territory of the Altai Territory, reconstruction of capital construction facilities, as well as during their overhaul, if the design and other reliability and safety characteristics of such facilities are affected during its implementation and the design documentation of such facilities is subject to state examination or the design documentation of such facilities is a standard design documentation or its modification, with the exception of facilities supervised by the federal authorities of state construction supervision;
• protection of society and the state from administrative offenses in the field of construction^[6].
