Victor Veshchunov confirmed the interest of Intersputnik in joint educational programs with Eutelsat IGO, IMSO and ITSO. In particular, according to him, interest in such cooperation was already shown by ITSO, and Intersputnik already discusses in what format he can join.

As it was reported, Eutelsat NGO reserved all orbital positions and radio frequencies received till 2001, and requested all following orbits and frequencies and the Eutelsat S.A private company created in 2001 made out on itself. Pyotr Dmokhovski-Lipski reported to ComNews that Eutelsat NGO provides to Eutelsat S.A. orbital points and frequencies (and about 50% of an orbital and frequency resource of the last are the share of them) on a grant basis, but in exchange demands observance of four conditions: providing universal services, a Pan-European covering, non-discriminatory provision of services to all clients and the competition on the market principles. Pyotr Dmokhovski-Lipski added that he among four intergovernmental organizations of satellite communication Intersputnik stands alone as at the same time provides services of space communications therefore, according to him, there can be single questions in which Eutelsat NGO, ITSO and IMSO will not want to devote Intersputnik. However multiply it is more questions which require discussion of all "Big Four", the executive secretary of Eutelsat IGO emphasized.[1]
