15 billion tenge and "practically zero" effect. Ministry of Health of Kazakhstan recognized the failure of digitalization

In the spring of 2024 health care Kazakhstan Akmaral Alnazarova , the minister recognized the ineffectiveness of digitalization in his department, despite significant investments in the amount of 15 billion tenge over the past five years. The head of the Ministry of Health announced the need for drastic changes in this area and plans to expedite the completion of current projects by the end of 2024.

According to Kursiv.Media, Alnazarova criticized the results of digitalization of health care during a meeting with deputies of the Mazhilis of the Kazakh parliament. The minister stressed that none of the created systems functions fully and does not provide the proper level of transparency in the use of industry resources.

The failure of digitalization of healthcare in Kazakhstan: 15 billion tenge invested "almost without effect"

According to the head of the department, as of March 2024, there are more than 35 medical and information systems in the country. However, their implementation has led to a complication of the process of providing medical care to the population and a decrease in the quality of work of specialists. In this regard, the Ministry of Health decided to carry out optimization, including the dismissal of the vice minister responsible for this area.

Alnazarova noted that annually about 3 billion tenge is sent to the Republican Center for Electronic Health. She stressed the need to review the approach to the allocation of funds to improve the efficiency of their use and meet the needs of the industry.

The minister also drew attention to the problem of inefficient use of expensive medical equipment purchased at public expense. As an example, she cited the situation in Astana, where specialists do not use the full potential of the existing equipment. As a result, the 2025 procurement plan has been scrutinised and revised.[1]

In early April 2024, Yerbol Ospanov was appointed the new Vice Minister of Health of Kazakhstan. In this position, he will be responsible for the digitalization of the department. Former head of the Ministry of Health of Kazakhstan received a term for the introduction of a non-working IT platform for $4.1 million

At the end of October 2022, the former head of the Ministry of Health of Kazakhstan, Yelzhan Birtanov, was sentenced to five years of restriction of freedom in the case of abuse of office. In the same case, Deputy Minister of the country Olzhas Abishev received 4 years of restriction of freedom. Azhar Giniyat - the new Minister of Health of Kazakhstan

On January 11, 2022, President of Kazakhstan Kassym-Jomart Tokayev signed a decree on the new composition of the government. Azhar Giniyat has been appointed Minister of Health of the country.
