2023: Anton Slobodyanyuk's appointment as minister

2021

Ministry of Digital Development Komi arrested in the case of embezzlement of ₽85 million

2020: Creation of the Ministry of Digital Development, Communications and Mass Media of the Komi Republic

In October 2020, the head of the Komi Republic signed a decree on the structure of bodies in the regional executive system; the document, in particular, provides for the creation of the Ministry of Digital Development, Communications and Mass Media of the region.

The following functions are transferred to the new ministry:

  • in the field of informatization, information security;
  • in the field of communications, press and mass communications, broadcasting, publishing and printing;
  • in the field of navigation;
  • in the field of advertising.

The Department of Mass Communications, Informatization and Communications of the Administration of the Head of the Komi Republic with the creation of the Ministry of Digital Development, Communications and Mass Communications will be abolished, its employees will move to the Ministry of Digital Affairs of the Republic of Kazakhstan.

2016: Head of Komi Republic abolishes local Ministry of Informatization and Communications

The head of the Komi Republic, Sergei Gaplikov, abolished the Ministry of Mass Communications, Informatization and Communications in the subject of the federation accountable to him[1].

The decree was published on the official portal of the republic on October 17, 2016.

The functions of the abolished department are divided between the Administration of the head of Komi and the local Ministry of Economy. Thus, the Republican Administration has transferred the functions of informatization and information security, communications, press and mass communications, broadcasting, publishing and printing activities, and the Ministry of Economic Development will solve the problems of providing state and municipal services and fulfill the functions of the regional project office and organizing project activities.

The Ministry of Telecom and Mass Communications was not the only department abolished by the decree of the head of the Komi Republic: the same document liquidated the Office of the State Civil Service of the Republic, whose powers to prevent corruption and other offenses were transferred to the Administration of the head of Komi.

2015: Dismissal of A. Selyutin, appointment of M. Poryadin Acting

On November 3, 2015 , Alexander Selyutin was relieved of his post as head of the Komi Informatization and Communications Committee due to the expiration of his term of office. The order was signed by the head of the republic , Sergei Gaplikov.

Mikhail Poryadin, appointed acting head of the committee in October, told TAdviser that the committee is preparing for a large-scale audit of all resources, projects, information systems available in the region, and an audit of technical support.

"It
is vital for us to get a real picture of the ICT situation in the region and plan further work in accordance with the results of the assessment," he said.

Poryadin added that the main areas of activity for the Committee for Informatization and Communications and for him, as the acting head of the committee, remain all the current tasks of the department. According to him, first of all, these are socially significant issues: working with organizations that provide the population and organizations with access to communication services, improving the quality and accessibility of the provision of state and municipal services in the republic, developing information resources for citizens and information interaction between the population and authorities.

Secondly, these are the tasks of ensuring the activities of the regional and municipal authorities of Komi, their subordinate institutions in terms of informatization, promoting the introduction of promising information technologies in Komi and creating conditions for the development of an information society on the territory of the republic, he told TAdviser.

2014: Dispute over the concept of the "Safe City" system of the Komi Republic

In September 2014 , Open Technologies reported that the leadership of the Komi Republic approved the concept of the Safe City agro-industrial complex developed by their company in the region for 2014-2020 as part of the development of the functioning of the systems of this project.

"Open Technologies" said that on the basis of the adopted document, a strategy and design solutions will be developed to create a system for supporting, regulating and coordinating the activities of all participants in the process of ensuring life safety in the settlements of the Komi Republic. Targeted programs will also be implemented to ensure the protection of the population from specific threats. The concept also concerns the formation of a unified technical policy of authorities, economic and social structures, the population in the field of ensuring the safety of life. In accordance with it, it is planned to improve the regulatory legal framework for ensuring the safety of the individual and society.

One of the developers of the concept and SOW of the integrated collective security system (KSKB) "Safe City" in North Ossetia, head of the Academy of System Analysis Alan Salbiev got acquainted with the content of the message "Open Technologies" regarding the adoption of the concept in Komi. After that, on his page on the social network, he expressed suspicion that when developing the concept of "Safe City" for Komi, the project of North Ossetia was taken as a basis. Such thoughts were prompted by quotes from the publication of "Open Technologies" about the adoption of the document.

Salbiev also noted that the concept and TA for the design of KSKB North Ossetia, with his participation, created independently, and "many interesting ideas" were included in it. At the same time, "Open Technologies" were involved as a designer for "many millions of rubles." Salbiev suggested that Open Technologies took the results of the work that the Republic of North Ossetia - Alania paid for them, and to which the republic, represented by the State Unitary Enterprise RSO-Alania "Security," has exclusive rights.

Open Technologies says that Safe City is a complex development of their company, which is created for the specific needs and tasks of each region.

In connection with the suspicions that arose, Alan Salbiev asked the head of the Komi Informatization and Communications Committee, Alexander Selyutin, for a concept developed by Open Technologies for his republic. He also noted on his page on the social network that he offered Komi together with the State Unitary Enterprise "Security" to develop a replicable product.

Comments on this situation from Alan Salbiev could not be received. Open Technologies told TAdviser that their company did develop a Safe City system concept for the Komi Republic. A number of works were also carried out for North Ossetia, but their composition and essence were different: these were design work on the development of an integrated security system, the company noted.

"Safe City" is a complex development of the Open Technologies company, which is created for the specific needs and tasks of each region, taking into account its territorial and regional characteristics and satisfying the individual requests of the customer, as evidenced by the signed acts of accepted work, "representatives of Open Technologies told TAdviser.

The company could not announce the cost of such a project for the Komi region, citing the fact that this is a commercial secret. The official public procurement portal contains only one request for proposals from suppliers to develop a concept for the introduction and development of the Safe City agro-industrial complex in Komi dated December 2013. According to the portal, Open Technologies were the only ones who sent an offer, and its price was about 1.2 million rubles.

In turn, the head of the Committee for Informatization and Communications of the Komi Republic, Alexander Selyutin, told TAdviser that in the Komi Republic the vision of the Safe City system project as a centralized solution, which includes monitoring and analysis of all types of threats, and above all, the physical level, as well as a single technological infrastructure with an electronic government, was formed 2-3 years ago. Over the past year and a half, work has been actively underway to implement this approach, he added.

According to Selyutin, his committee first began to independently develop the concept document, but it became clear that the help of qualified methodologists from the outside would be needed. During the competition, the Open Technologies company showed the best understanding of the scale of the approach, he says.

"It is quite natural that if the two regions have similar views on any project, then the results are close. As it turned out in our situation. Moreover, even the same company was chosen as the contractor for the project. And just in this case, the unification of efforts to implement projects on the Safe City together with Ossetia, in my opinion, will make it possible to realize the joint potential most effectively, "he said

According to Alexander Selyutin, the issue of "re-selling" the results is a question of the lack of interaction between the regions.

"I have long promoted the approach of the need to unite regions in terms of sharing the results of implemented projects. And, of course, this primarily applies to methodological projects. As a result - a radical reduction in government costs, the ability of the regions to implement compatible solutions. After all, we should not build 85 independent Electronic Governments? And the passive position of the regulator (Ministry of Communications and Mass Media) in this matter is no longer just surprising, but even frightening, "Alexander Selyutin told TAdviser.
