Ministry of Digital Development and Communications of the Penza Region

The Ministry of Digital Development, Transport and Communications of the Penza Region is the executive body of state power of the Penza Region, authorized to implement in the prescribed manner the state policy in the field of digital development, information technologies, communications, transport and road safety (The Regulation on the Ministry of Digital Development, Transport and Communications of the Penza Region approved by the Decree of the Government of the Penza Region dated October 1, 2021 No. 662-pP^[1]).

History

2025: Appointment as head of Maxim Izosimov

On February 18, 2025, the Governor of the Penza Region Oleg Melnichenko announced the appointment of a new Minister of Digital Development and Communications of the region. It was Maxim Izosimov, who previously served as Deputy Minister of Housing and Communal Services and Civil Protection of the Population of the Penza Region. Read more here

2024

Appointment of Ilya Mishanin as the new head of the ministry

November 20, 2024 announced the appointment of Ilya Mishanin as the new head of the Ministry of Digital Development and Communications of the Penza Region. He succeeded Elena Nikishina, who returned to her duties as deputy minister. She began to coordinate the work of the department after the previous head Sergei Balakin was relieved of his post by agreement of the parties and appointed acting head of the Penza region. Appointment of Elena Nikishina as the new head of the ministry

At the end of September 2024, Sergei Balakin left the post of Minister of Digital Development, Transport and Communications of the Penza Region, which he held for almost 3 years. According to the press service of the regional government, the resignation was made "by agreement of the parties." It is clarified that now Balakin will fulfill the powers of the head of the district. Read more here

Name change to the Ministry of Digital Development and Communications of the Penza Region

In July 2024, the Penza region, the powers in the field of transport were transferred to the Ministry of Construction and Road Facilities, previously these issues were under the jurisdiction of Ministry of Digital Development, transport and communications. In connection with the redistribution of powers, it was decided to change the names of the two ministries. Thus, the Ministry of Digital Development of Transport and Communications will now become the Ministry of Digital Development and Communications.^[2]

2021: Renaming to the Ministry of Digital Development, Transport and Communications of the Penza Region

By the Decree of the Government of the Penza Region of July 12, 2021 No. 410-pP "Certain Issues of the Executive Bodies of State Power of the Penza^[3] Office of Digital Development, Information Technologies and Communications of the Penza Region has been renamed the Ministry of Digital Development, Transport and Communications of the Penza Region.

The Ministry of Digital Development, Transport and Communications of the Penza Region transferred the powers of the liquidated Transport Department of the Penza Region.

2018: Reorganization into the Department of Digital Development, Information Technologies and Communications of the Penza Region

In 2018, the Office of Information Technologies and Communications of the Penza Region was reorganized into the Office of Digital Development, Information Technologies and Communications of the Penza Region^[4].

2017: Activities of the Department of Information Technologies and Communications of the Penza Region

The Department of Information Technology and Communications of the Penza Region, created in January 2017, was the executive body of state power of the Penza Region, authorized to implement the state policy in the field of information technology and communications in the prescribed manner.
