Biography
2025: Appointment as Head of the Ministry of Ministry of Digital Development of the Penza Region
On February 18, 2025, the Governor of the Penza Region Oleg Melnichenko announced the appointment of a new Minister of Digital Development and Communications of the region. It was Maxim Izosimov, who previously served as Deputy Minister of Housing and Communal Services and Civil Protection of the Population of the Penza Region.
As Ministry of Digital Development, Izosimov will have to carry out a number of reforms aimed, among other things, at accelerating the introduction of digital solutions to improve the lives of residents of the region. In his former position, Izosimov also oversaw the direction of digitalization.
Before the appointment of Izosimov, the duties of the Minister of Digital Development and Communications of the Penza Region were performed by Ilya Mishanin, appointed to the corresponding position in November 2024. Before him, these functions were performed by Elena Nikishina, who previously held the post of deputy minister in the department. She began coordinating the work of the region's Ministry of Digital Development after the previous head, Sergei Balakin, was relieved of his post by agreement of the parties and appointed acting head of the Penza region.[1]
