Opening of the shipyard
A new shipyard has opened in Moscow for the construction of innovative electric ships. The company is located in the Nagatinsky Zaton area opposite the Southern River Station. This was reported by the official portal of the mayor and the government of Moscow on November 26, 2025.
The opening ceremony was attended by First Deputy Prime Minister of the Russian Federation Denis Manturov, Moscow Mayor Sergei Sobyanin and Presidential Aide, Chairman of the Maritime College of the Russian Federation Nikolai Patrushev. At the event, the production of the most modern electric ships "Moscow 1.0" was launched and their keels were laid.
The vessels hold 56 passengers and are designed for regular river traffic. The laying of keels marked the beginning of mass production of electric vehicles for the capital's water routes.
Moscow Mayor Sergei Sobyanin noted that many different factories are opening in the capital, but shipbuilding plants have not opened for at least fifty years. According to Sergei Sobyanin, in recent years the city has actively developed public transport, mainly electric transport - metro, Moscow central diameters, Moscow central ring, electric buses.
The mayor stressed that the Moscow River remained away from these trends. Sergei Sobyanin said that it was decided to resume regular passenger traffic on the Moscow River and launch the first electric ships. Then there was the need for new electric ships to replace obsolete ships, including tourist ones.
The mayor added that after the reconstruction and opening of the capital's river stations, the need to update the fleet has increased even more. Sergei Sobyanin explained that Moscow restored the North and South River Stations, launched a route along the Golden Ring. According to the mayor, there is a huge need for new courts, and it would be good to have electric vessels in the first place.

Mosgortrans "daughter" bought the Moscow shipyard
LLC "Moscow Shipbuilding Company," a subsidiary of the State Unitary Enterprise "Mosgortrans," became the owner of 100% of LLC "Moscow Shipyard." The transfer of ownership took place on November 13, 2025.
According to Interfax, citing data from the Unified State Register of Legal Entities, the sole owner of Moskovskaya Verf LLC was previously Emperium LLC, which is part of the Sitronics Group. The company produces passenger electric power. The transaction means the transfer of a profile asset under the control of a city transport operator.
The manufacturer of passenger electric ships "Emperium" established the "Moscow shipyard" in April 2025. The new company was created in order to implement the group's strategy for the development of sales and warranty service of electric ships. The site is located in the Southern River Port of Moscow.
The capital's public transport operator Mosgortrans was registered by Moscow Shipbuilding Company LLC with an authorized capital of ₽200 million in September 2025. The creation of a separate legal entity preceded the acquisition of the shipyard. This shows strategic planning for the development of water transport in Moscow.
A new shipyard for the construction of river electric ships is being built in the Moscow area Nagatinsky Zaton. The total area of the new shipyard will exceed 23 thousand square meters. The company organizes the production of the full cycle. This will ensure technological independence in the construction of ships.
The production process includes metal cutting, section welding, body painting, equipment installation and completion. Tests and delivery of the vessel with launching are also provided. A design bureau will be organized at the shipyard. This will allow the development of new ship designs directly at the production site.[2]
2024: Construction completed
On September 27, 2024, it became known about the completion of the construction of the Moscow shipyard in the Nagatinsky backwater. A new enterprise focused on the production of modern river vessels is planned to be commissioned on December 31, 2024.
According to RBC, the area of the new shipbuilding cluster will exceed 23 thousand square meters. m. The shipyard will be able to produce up to 15 ships a year, providing work for about 250 people directly in production. In addition, the project provides for the creation of a design bureau on the territory of the enterprise.
Management of the Moscow Shipyard is expected to be transferred to Sitronics Group, a subsidiary of AFK Sistema. This organization already has experience in the production of pleasure vessels on electric motors, in particular, Ecobus river trams, which since 2023 carry out regular transportation on the Moscow River.
The customer of the vessels will be the State Unitary Enterprise Mosgortrans. The new shipyard plans to build several types of ships: single-deck walking electric power systems "Moscow 2.0," two-deck "Moscow 3.0," as well as three-deck cruise ships of the new project "Oka" with hybrid engines.
Special attention is paid to the Oka project. These ships, 89 m long and 16.9 m wide, will be able to accommodate about 150 passengers. They will be the first Russian-made cruise ships equipped with hybrid power plants.
The creation of the Moscow Shipyard is part of the strategy for the development of river transport in the capital. Moscow authorities plan to expand the network of suburban river routes that will connect the capital with 18 cities, including Nizhny Novgorod, Yaroslavl, Murom, Ples, Kostroma and Kolomna.
INFOLine-Analytics CEO Mikhail Burmistrov estimates total investments in the project over ₽3,5 billion. The expert notes that the industry's real need for new electric ships is tens of units per year for three clusters - Moscow, St. Petersburg and the regions of southern Russia.[3]
