The position of the Commissioner for Human Rights in the Russian Federation is established for the purpose of providing guarantees of the state protection of the rights and freedoms of citizens, their observance and respect with state bodies, local government authorities and officials.
Main objective of activity of institute of the Commissioner for Human Rights - assistance of implementation of the rights and freedoms of the person and citizen in the Russian Federation. The main objectives solved on the way to this purpose:
- recovering the violated rights and freedoms - correction of the injustice allowed in relation to the person and recovery of the rights broken by state bodies, local government authorities, officials and public servants and freedoms of the person and citizen;
- intermediary - the offer to the parties of mutually satisfying solution;
- law-making - improvement of the legislation on the rights and freedoms of the person and the citizen and his reduction in compliance with universally recognized principles and norms of international law;
- information and educational - education concerning the rights and freedoms of the person, forms and methods of their protection.
Functions of institute of the Commissioner for Human Rights:
- control - implementation of independent control of observance of the rights and freedoms of the person and the citizen by state bodies, local government authorities, officials, public servants;
- consulting - informing the specified bodies on a situation with respect for the rights and freedoms of citizens;
- coordination - the organization of coordinated actions of different bodies for ensuring the rights and freedoms of the person and the citizen in the Russian Federation.
Thus, the institute of the Commissioner for Human Rights is state body which participates in all four structural elements of the mechanism of ensuring the rights and freedoms of the person and the citizen: in protection, protection, promotion of the rights and freedoms and rendering the qualified legal aid.
Besides, the institute of the Commissioner for Human Rights contributes to the development of the international cooperation. By the federal law "About International Treaties of the Russian Federation" of July 15, 1995 No. 101-FZ it is established that the Commissioner for Human Rights can submit recommendations of the conclusion of international treaties of the Russian Federation concerning its maintaining.
From March 18, 2014 to March 27, 2016 – the Commissioner for Human Rights in the Russian Federation was Ella Pamfilova.
