The owner of the Perm Financial and Industrial Group (PFPG) and Er-Telecom, the former head of Lukoil-Overseas, Andrei Kuzyaev, recalled in September 2019 that PFPG entered the capital of Er-Telecom in the mid-2000s and planned to sell its stake somewhere for $80 million by 2010. Then, for PFPG, Er-Telecom brought 5% of revenue. As a result, by 2010 PFPG bought out the shares of other co-owners of Er-Telecom, and the company's share in the group's revenue amounted to 70%. During the privatization period, PFPG bought up a blocking stake in Permneft, which was later converted into Lukoil-Perm shares.
