Seyfnet Regional Engineering Center (REC)

Creation of RITs "Seyfnet" is initiated by NP Russoft and the working group SafeNet of the National technology initiative on budgetary funds of St. Petersburg.

The creation purpose — production and testing of hardware-software solutions in the field of security, components of the entrusted environment for the cyberphysical systems.

Priorities of the center — development of a prototype of the entrusted SafeNet environment, creation of hubs of quantum communications, creation of DPC with quantum protection, creation of a prototype of secure communication for Internet of Things, formation of professional expert communities in this sphere.

Perspectives of cooperation with producers of electronics and software developers

At the end of October, 2017 software developers and producers of electronics in the territory of Technopark of St. Petersburg discussed the prospects of cooperation with the Regional engineering center "Market Development of Security Systems of the Information and Cyberphysical Systems" (RITs "Seyfnet") of a cluster "Information technology development, radio electronics, instrument making, means of communication and infotelekommunikation of St. Petersburg".

According to the director of RITs "Seyfnet" Anton Koloshin, the project of the engineering center was initially focused on a new paradigm of development of science and the industry of Russia, on national technology initiatives, in particular, in the field of SafeNet which penetrates itself all other initiatives and is the main platform maintaining cyberphysical security.

The concept of the SafeNet market of NTI is directed to achievement of a significant share of the world market of security by the Russian companies and also to ensuring national technology security through support of key solutions NTI. The road map of SafeNet assumes creation by 2035 of the adequate national platform of security of the information and cyberphysical systems covering the needs for this area for all markets of NTI. The Russian segment of the SafeNet market should occupy not less than 3-5% of world volume. RITs "Seyfnet" is created for the industry, and we hope that it will support the companies of the region — Anton Koloshin told.

As the technical director of RITs "Seyfnet" Andrey Ivanov noted, in the world there are new devices which can be exposed to threats and require pro-active and secure systems of management. Such systems should provide security corridors, for example, of the movement of UAVs, wearable medicine, smart homes and "the smart cities", "to the industry 4.0", processes of transfer and storage of a state secret, bank transactions.

From the point of view of physical structure, we present it in the form of the protected 5G network including different base stations. As for an intellectual part, the entrusted operating systems, processing systems and data storage, the systems of virtualization, services and applications working in a complex and providing the high level of security are necessary for us — Ivanov added.

Creation of the engineering center in St. Petersburg for production and testing of complete solutions in the field of SafeNet, development of the entrusted environment for creation of the protected SafeNet infrastructure — one of the main directions of joint work of NP Russoft and Association of developers and producers of electronics (ARPE).

As the chief executive of ARPE Ivan Pokrovsky specified, in RITs "Seyfnet" prototypes of the entrusted hardware-software systems will be created and to be fulfilled techniques of their design. Together with NP Russoft the association is going to advance these techniques among the customers who are responsible for creation of IT infrastructure.

In return the president of NP Roussoft Valentin Makarov called market participants — developers and producers program and the hardware — to consolidate efforts for SafeNet market development. According to him, RITs "Seyfnet" locates the innovative technologies among which — quantum communications, DWH, bioidentification and also has support of industry cooperations, for example ARPE. Already possibly in the accelerated mode to carry out by OKR.

The center gives to the companies having the solution, an opportunity to turn it into a ready-made product. However more large-scale cooperation which will allow to involve all participants in process of creation of the entrusted environment and ensuring national technology security is necessary for us for effective work, development of the industry and gaining the world market — Makarov concluded.

Creation of the Regional engineering center

In July, 2017 on the platform of JSC Technopark of St. Petersburg the Regional engineering center Seyfnet (RITs Seyfnet) is created.^[1]

RITs of Seyfnet locates technology equipment for prototyping of solutions and products of the entrusted environment based on geographically distributed DPC with quantum protection.

Main activities

• Providing engineering and research, consulting services in development of the entrusted environment of Seyfnet;
• Rendering services to small and medium-sized businesses in investment, project, management and strategic consulting;
• Development of standards and techniques, the organization and carrying out training programs for service companies;
• Provision of services on certification, accreditation, licensing.

The rendered services

• Consulting services (forces of staff of RITs of Seyfnet, within their competences and (or) with involvement of external contractors on a competitive basis):
  • the main (standard) services — the general economic, technical, legal, marketing character. The format of rendering services and range of cost is unified and uniform for all MSP (contains in Regulations);
  • profile services are the engineering services within a field of activity of RITs of Seyfnet developed under individual requirements of specific MSP. The format and cost of service are defined and approved in an individual order.

• Technology services using the entrusted environment of Seyfnet, HUBS of quantum communications, data processing centers with quantum protection, prototypes of secure communication for Internet of Things.
• Services in carrying out research, developmental and experienced and technology works in the development area of the entrusted environment of Seyfnet;
• Engineering and consulting services in the organization of industrial parks, creation of industrial and other facilities;
• Engineering and research services in development of technology processes, technologies, production equipment.
