The Government of the Russian Federation allocates another 5 billion rubles to the Federal State Unitary Enterprise "State Air Traffic Management Corporation" (GC for ATM, subordinate to the Federal Air Transport Agency) for continuous maintenance of flights over the territory of the country. Prime Minister Mikhail Mishustin announced this at a meeting of the Cabinet of Ministers on May 25, 2023.
According to him, these funds will help ensure the proper level of flight safety and maintain a highly qualified team. Mishustin noted that assistance to the aviation industry remains one of the priority areas of the government's work.
As noted by Interfax, previously the bulk of the income of the Group of Companies for ATM was provided by the service of foreign airlines. After the start of the COVID-19 pandemic, the number of their flights through the airspace of the Russian Federation dropped sharply, which led to the financial difficulties of the Civil Code. The situation was aggravated by sanctions against the Russian Federation after the start of a military operation in Ukraine: a number of foreign carriers suspended flights to Russia, almost all, except for Chinese ones, no longer fly through it in transit.
Since November 2022, the company has increased fees for air navigation of Russian airlines by 60%, foreign - by 40%. According to the order of the Federal Antimonopoly Service, the rates were valid until the end of March 2023, from April 1, 2023 they increased by another 10%.[1]
In the conditions of unfriendly actions of a number of states, the number of flights of foreign companies in the skies over Russia has significantly decreased. Nevertheless, the State Air Traffic Management Corporation provides air navigation for at least 1 million aircraft, he said. |
The Russian government will also allocate almost 2.5 billion rubles to support airports in the south and central part of Russia, in which the service of civilian flights is temporarily suspended.

In 2004, GUDP "Aeronautics of the North-East" was reorganized into a branch in the form of joining the Federal State Unitary Enterprise "State Corporation for the Organization of Air Traffic" (FSUE State ATM Corporation).
The North-East Aviation Branch provides air navigation services to Russian and foreign aircraft in the airspace over the territory of the Magadan Region and the Chukotka Autonomous Okrug, through which more than 60 air routes pass, including 36 international ones.
The main tasks of the Branch are planning, coordination and control over the observance of the procedure for the use of airspace, control of aircraft flights on domestic and international air routes, ensuring the safety and regularity of air traffic.

It was established in accordance with the Decree of the Government of the Russian Federation in May 1996 in order to meet the needs of airspace users in air navigation services, ensure the safety and regularity of civil aviation flights, and form a unified economic system for organizing air traffic.
