Creation of expert council on digitalization of medicine
Under the State Duma Committee on Health Protection, an expert council has been created on issues of modern management and digitalization in the field of health. This became known at the end of May 2023.
The creation of the council was initiated by the head of the committee Badma Bashankaev. The key tasks of the new structure will be to improve legislation in the development of legislative and regulatory measures to support innovative management methods and digital technologies in healthcare.
As the parliamentarian noted, the rapid development of digital technologies raises the issue of their implementation and accessibility both for medical institutions and for patients.
The state is introducing digitalization into all its verticals, and the health sector is no exception, "Bashankaev recalled. - One of the main merits of digitalization is the reduction in the amount of paperwork and bureaucracy. Therefore, we face a whole range of tasks that must be resolved at the legislative level. |
The expert council included representatives of the scientific community, state and public organizations, and the business sector. The chairman of the National Association of Health Managers, a member of the public council of the Ministry of Health of the Russian Federation Muslim Muslim has been appointed deputy head of the council. He has a "broad view and understanding" of existing problems in the organization and management of the health care system, Bashankaev emphasized.
In total, there are 14 expert councils under the State Duma Committee on Health Protection by August 2023. Also under the committee, the Expert Council on Economics and Innovation Management in Health Care appeared. The main task was to improve legislation in matters related to the introduction of innovative health technologies and a system for financing medical care. The head of the council is the chairman of the committee Dmitry Khubezov.[1]
A new head of the State Duma Committee on Health Care has been appointed
In early June 2023, Badma Bashankaev was appointed new chairman of the State Duma Committee on Health Protection. He replaced Dmitry Khubezov, who had previously asked to be relieved of this position in order to volunteer for a special military operation. Read more here.

The State Duma approved the members of the Health Protection Committee
In October 2021, 32 committees were determined in the State Duma. The Health Protection Committee included 18 members:

- Rimma Utyasheva (United Russia);

Seven deputies retained their place in the committee from the last convocation: Petrov, Tumusov, Kurinny, Ogul, Osadchy, Frolov and Solomatina. Dmitry Khubezov was elected head of the Health Protection Committee. The former head physician of the Ryazan Regional Clinical Hospital was nominated for this post from the United Russia party and replaced Dmitry Morozov, who said in August 2021 that he would not be elected to the new convocation of the State Duma. It is expected that his further activities will be related to medicine.
At the end of September 2021, it became known that the chief physician of the Moscow City Clinical Hospital No. 40Denis Protsenko headed the party health commission and refused the deputy mandate. According to Protsenko, he decided to remain at the post of head physician of the hospital and combine work with the post of head of the health commission so that communication with colleagues remained "at a deeper level in terms of problems." He intends to hold consultations with doctors throughout the country and monitor the implementation of the people's program. Maryana Lysenko also refused the deputy mandate[2]
Famous doctors entered the new composition of the State Duma
On September 20, 2021, the preliminary results of the elections of deputies to the State Duma of the VIII convocation were summed up. It will include several representatives of the healthcare industry:
- President of the National Medical Research Center of Pediatric Hematology, Oncology and Immunology named after Dmitry Rogachev Alexander Rumyantsev - received 35.2% of the vote in the Cheremushkinsky single-mandate constituency of Moscow;
- coloproctologist Badma Bashankaev (42.5% in Kalmykia);
- pediatricians Tatyana Butskaya (gained 40.2% in the Perovsky single-mandate district of Moscow) and Tatyana Kusayko (gained 36.2% of the vote in a single-mandate district in the Murmansk region);
- General Director of pharmacy chains Neopharmaceutical"" Evgeny Nifantyev - was a single-mandate candidate in the Orekhovo-Borovsky district of Moscow and represented the party United Russia"," won 39.4% of the total number of votes in the district.
Leonid Ogul, Alexander Petrov, Tatyana Solomatina (all three from United Russia) and Alexei Kurinny (Communist Party of the Russian Federation) were the members of the Health Protection Committee acting before the elections according to the preliminary results of the processing of votes. Ogul was elected from the Astrakhan region, Kurinny - from the Ulyanovsk region, Solomatin - from the Tomsk region, Petrov - from the Jewish Autonomous Region.
From the federal list of candidates for the deputy seat, the chief physician of the Moscow City Clinical Hospital No. 40 Denis Protsenko and the chief physician of the City Clinical Hospital No. 52 Maryana Lysenko can apply. According to Interfax, Protsenko intends to abandon his deputy status. Protsenko himself explained his participation in the elections by the possibility of "rebooting" the health care system, including primary care. He launched a wide information campaign, held conferences with various representatives of the industry, and on September 17 presented the project "Consultation of Dr. Protsenko."[3]
