2024: Opening of a high-tech oncosurgery center for 3.4 billion rubles
At the end of December 2023, a new surgical building of the oncology dispensary was opened in Tomsk. The cost of construction and equipment amounted to 3.4 billion rubles.
The new center houses an outpatient department, departments of endoscopy, X-ray diagnostics, ultrasound diagnostics, departments of breast tumors and skin tumors, oncourology, oncogynecology, abdominal and thoracic oncology, anesthesiology and resuscitation. On the first floor of the building there is a clinic, on the second - a diagnostic department, the remaining floors - surgical.
The total area of the 9-storey building is 18 thousand square meters. m, patients will be provided with 53 types of medical care. More than 250 medical workers will work here, of which 80 are doctors. More than 3 thousand high-tech operations are planned to be carried out annually. Inpatient departments are designed for 120 beds, and the polyclinic located on the ground floor - for 200 visits per shift.
The building will allow us to remove the problem of treating surgical patients in the area completely. Moreover, even we plan and expect that there will be a large influx of patients from neighboring regions. They always go to us anyway, there will only be more. Specialized oncological care of the full cycle will be. Here, geographically - directly in this building and neighboring ones - we will provide all the necessary assistance: polyclinic, diagnostic, surgical, chemotherapy, radiation therapy, - Maxim Grishchenko, head physician of the regional dispensary, told reporters during the opening (quoted by TASS). |
The construction was carried out within the framework of the national project "Healthcare." The building of the surgical building is located on the territory of the Northern Medical Town of Tomsk. The building was planned to be commissioned back in December 2021.[1]
2023: Term to former chief medical officer for embezzlement of 2 million rubles
At the end of June 2023, the Leninsky District Court of Tomsk issued a verdict against the former chief physician of the oncological dispensary of the Tomsk Region Sofia Mazeina and her deputy for financial and economic activities Oksana Lazareva in the embezzlement case. Mazeina received 2 years in prison in a general regime colony with a suspended sentence until 2032 (until her child reaches adulthood). Lazareva was sentenced to four years in prison. A criminal case was opened in the Tomsk region for disrupting the construction of an oncological dispensary
As it became known on October 6, 2022, the management of the Oblstroyzakazchik company will appear in a criminal case to disrupt the construction of the Tomsk surgical building of the regional oncological dispensary. On behalf of the Deputy Prosecutor General of the Russian Federation, the head of the Department of Architecture and Construction of the Tomsk Region Dmitry Assonov has already been brought to administrative responsibility. Initiation of criminal cases due to the failure of the deadlines for the delivery of the surgical building
On July 7, 2022, the Office of the General Prosecutor's Office for the Siberian Federal District announced the investigation of criminal cases initiated on the fact of failure to meet the deadlines for the delivery of the surgical building of the Tomsk Regional Oncological Dispensary. Cases were initiated on the facts of negligent actions of officials and embezzlement of budget funds.
The medical facility was supposed to begin work in December 2021, but commissioning was postponed to October, and then to December 2022. By the beginning of July 2022, the technical readiness of the building is 92%, 18 state contracts for equipping the building with medical and other products in the amount of more than 500 million rubles remain unfulfilled.
According to the prosecutor's office, the reasons for the violations were shortcomings in the organization of work, unfair performance of official duties by employees of the Department of Architecture and Construction of the Tomsk Region and the Obstroyzakazchik OGKU, as well as the lack of proper control of the deputy governor of the Tomsk Region, who oversees construction issues.
Deputy Prosecutor General of Russia Dmitry Demeshin demanded to take measures to eliminate the identified violations of the law, ensure the actual implementation of the measures of the national project "Healthcare," the completion of the construction of the surgical building of the OGAUZ "Tomsk Regional Oncological Dispensary," taking into account the need to create conditions for disabled people, putting the facility into operation and providing medical care to patients.
The surgical building of the Tomsk Regional Oncology Center should become part of the Northern Medical Town (SMG). It is assumed that eight medical institutions of the region will enter the SMG, a PET center, a surgical building of an oncology dispensary, a pathology bureau, a clinical and diagnostic center for 250 visits per shift and a regional children's hospital for 550 beds with a clinic will appear on the territory of the cluster.[2]
