The official opening of the technopark "Zhigulevskaya Valley" took place
On December 29, 2014 in Togliatti, the Head of the Ministry of Communications and Mass Media of the Russian Federation Nikolai Nikiforov and the Governor of the Samara Region Nikolai Merkushkin took part in the official launch of the full complex of facilities of the Zhigulevskaya Dolina technopark. During his visit to Togliatti, the head of the Ministry of Communications of Russia examined the coworking center and the audience of the business incubator, samples of the development of residents, as well as hotel rooms of the complex. As part of his visit to Togliatti, Nikolay Nikiforov also visited the AvtoVAZ plant, where he met with the President of the joint-stock company Bu Andersson, examined the production facilities and got acquainted with the model range of the enterprise.
The construction of the Zhigulevskaya Dolina technopark began as part of the Creation of High-Tech Technoparks in the Russian Federation program in 2010. The area of the objects is about 65 thousand square meters. According to the results of the third quarter of 2014, 22 resident companies with revenue of about 230 million rubles a year were located in the buildings of the technopark, 321 high-performance workplaces were created.
The infrastructure of the technopark consists of two production, four office and laboratory buildings, a technical support center and an administrative building. The main activities of the resident companies of the technopark: information and telecommunication technologies, energy efficiency and energy saving, transport and space development, as well as chemistry and the development of new technologies. Among the projects being developed in Zhigulevskaya Dolina are: "Creation and development of a software product with web management 'Mobile Office' based on a telecommunications platform MyAsterisk," "Automation of the provision of state and municipal services by executive authorities and local governments based on a cloud platform," "Information System 'Zdravportal'."
During the inspection of the technopark, the head of the Ministry of Telecom and Mass Communications of Russia presented products and prototypes of Free Solutions Lab LLC (production automation systems based on open source software), Power Voip Divisions LLC (hardware and software complexes for contact centers), NPK Nanomet (innovative products using metal nanoparticles), Integra-S (security and video surveillance systems), Ecomobil LLC (electric vehicles).
Construction and technical support of the technopark
Initially, the first stage of construction was planned to be commissioned at the end of 2011, and in January 2012 - to accept the first residents, but the construction was delayed. The first building of the Zhigulevskaya Valley office and laboratory complex opened only at the end of 2013. As of the beginning of 2014, 15 innovative resident companies operate on its territory.
In February 2014, the authorities of the Samara region reported that construction should be completed this year. To complete it, it is planned to allocate about 1.3 billion rubles from the regional budget and 416.5 million rubles from the federal budget.
Of these amounts, 1.25 billion rubles will be used to equip the Technical Support Center (technical service centre) of the Zhigulevskaya Dolina Technopark. The contract for the performance of these works was signed in July 2014 with Lanit. The details of this project can be found at the link.
2012: Third place in the ranking of technology parks of the Ministry of Communications
The Ministry of Communications and Mass Media of the Russian Federation has compiled a rating of participants in the program "Creation of technology parks in the Russian Federation in the field of high technologies." Among the taken into account indicators of the work of technoparks in 2011-2012: budgetary efficiency, the amount of financing, compliance of the specialization of the technopark with priority sectors of the development of the economy of the Russian Federation, interaction with universities and research institutes, the number of jobs and the total revenue of residents of technoparks.
2011: Signing agreements with 50 technopark residents
In January 2011, it became known that agreements were signed with 50 residents of the Zhigulevskaya Dolina high-tech technopark, who had previously wished to participate in the project. Private investments will be made in the technopark. Some residents expressed a desire to invest money in the project in the form of the supply of their equipment. Partners include IBM, Siemens and other companies.
For March 2011, approval of design estimates for the technopark is scheduled, in 2011 it is planned to purchase equipment. High-tech complexes of foreign and Russian production will be purchased for Zhigulevskaya Valley. However, the purchase of domestically produced equipment remains a priority. Companies of the Samara region will be involved in the implementation of the project to create a technopark in the field of high technologies.
The construction of the Zhigulevskaya Dolina IT park in Togliatti is underway without a building permit. This was announced in April 2011 at a meeting of the Committee on Industry, Communications and Trade of the Samara Provincial Duma by Director of ZAO Zhigulevskaya Dolina Innovation Center Dunisov Valery.[1]
"Todate, no permission has been received for the construction of the Zhigulevskaya Valley facilities. Work on obtaining this document is carried out in parallel with the construction. Now he is undergoing examination. I think permission will be received in the near future, "Dunisov explained. He noted that the land documents were issued. "The land at the construction site of the technopark is used under a lease agreement," said the director of Zhigulevskaya Dolina.
By June 2011, 56 innovative projects were submitted from companies and scientific centers: 13 in the field of energy efficiency and energy saving, 27 in the field of information and telecommunication technologies, 10 projects are related to the use of new materials and chemical products, 6 will develop space technologies and transport. In July 2011, 12 projects will be considered at a meeting of the expert council of the technopark. If projects are approved, companies will be able to obtain resident status.
The first 23 residents of the technopark can be accommodated on its territory in the summer of 2012, instead of the previously announced 2014. Without exaggeration, the Zhigulevskaya Dolina IT park is the loudest and largest project in the Samara region in recent years in the field of industrial modernization and technological innovations.
According to the project, the area of the technopark is more than 25 hectares. After the official launch of the project, more than 10 thousand employees will be able to work in this territory. The creators of the project have already announced the introduction of modern information technologies in the automotive, engine, aerospace and petrochemical industries as priority areas of activity.
The construction of external engineering infrastructure facilities of the technopark began in November 2010, the first pile in the Zhigulevskaya Valley was installed on February 9, 2011. The construction of the administrative building of the facility with the premises of the business incubator and congress center is underway, two office and laboratory buildings have been built. In all objects under construction, the facades are installed and the interior decoration of the premises is carried out. In addition, a training center is already ready to accept future specialists in Zhigulevskaya Dolina, which will train IT specialists for specific projects. In the future, the training center will become a place for students and students focused on working in a technology park to practice.
The construction of the Zhigulevskaya Valley at an accelerated pace became possible thanks to the priority status of the technopark in front of other innovative facilities. As the Deputy Minister of Communications and Mass Media of the Russian Federation Oleg Dukhovnitsky noted, last year part of the funds was redirected to the technopark in the Samara region directly from other regions.
The composition of the first residents of the Zhigulevskaya Valley has also been formed: 23 innovative projects are already ready for implementation. According to the general director of the technopark Valery Dunisov, the construction of infrastructure facilities "Zhigulevskaya Valley" is ahead of the plan. The management of the technopark has already summed up the first results of construction. Forecasts are very optimistic: the official start of the Zhigulevskaya Valley will be given ahead of schedule. Instead of the technopark announced earlier as the deadline for the completion of construction work in 2014, the technopark will be opened this year. This decision was made at the presentation of the technopark, which was attended not only by representatives of the regional authorities, but also by delegates from the federal Ministry of Communications and Mass Media. At the event, accompanied by an online broadcast of construction progress from web cameras in the technopark under construction, Oleg Dukhovnitsky, deputy head of the Ministry of Telecom and Mass Communications, confirmed that the preparation of the IT park for launch is ahead of schedule. As a result, the decision to complete construction work two years earlier was supported by both representatives of the ministry and the regional authorities.
The first residents who prepared 23 approved innovative projects will settle in the Zhigulevskaya Valley in the summer of 2011. According to the Minister of Transport and Roads of the Samara Region Nikolai Sinelnikov, the decision that the IT park will accept the first residents in a few months confirms the fact of the high assessment of the federal center that the work of the creators of the technopark received.
Moreover, some of the debutant residents of the Zhigulevskaya Valley will soon be able to work as a Skolkovo resident. The agreement on the "exchange" of innovative ideas was signed by the government of the Samara region and the Skolkovo Foundation in November last year. It is expected that by the middle of next year, about 30 innovative projects from our region can receive the status of a Skolkovo resident, which means that they can count on foundation grants. As previously reported by Stanislav Naumov, vice president of the fund for work with state bodies, depending on the stage of project implementation and co-financing conditions, the project can receive up to 5 million rubles at the initial stage and up to 300 million at the stage of innovation for production. "This speaks of the potential that we see in the Samara region, both in terms of educational and in terms of the scientific base. And we very much count on the fact that the created Skolkovsky University of Technology among the first masters will receive graduates of Samara engineering and technical universities. "
Oleg Dukhovnitsky also joined the high assessment of the first results of the regional technopark: "The Zhigulevskaya Valley Technopark has a number of advantages, and many areas developed here can be adopted by other technoparks in Russia."
2010: Adoption of the Regional Target Programme
The regional target program on the creation of the Zhigulevskaya Valley was adopted in May 2010. The construction of the technopark began in November 2010. The project is included in the state program "Creation of technoparks in the field of high technologies in the Russian Federation." The creation of the Zhigulevskaya Dolina technopark is also one of the stages of the implementation of the "Comprehensive Investment Plan for the Modernization of Togliatti," aimed at leaving the city from mono-dependence.
At the end of 2010, the construction of the Zhigulevskaya Valley IT park began in the Samara region. It was announced that in 2012, IT park residents should start working in three main areas: automotive, petrochemicals and aerospace.
The project for the creation of the Zhigulevskaya Valley was supposed to be implemented in 2010-2014. The estimated cost of the IT park is about 4 billion rubles. According to the project, licensing and certification centers, a conference center, a call center, an outsourcing contact center, training and office centers, parking lots, etc. will be built in Zhigulevskaya Valley. However, the data center (data center) will become the core of the IT park.
The project completion date is 2014, but the completion of the construction of all infrastructure facilities of the technopark was scheduled for the end of 2012.
"Preparatorywork is underway," says the director of the technical supervision agency of the Ministry of Transport, Communications and Roads of the Samara Region. By the end of the year, the entry of the first organizations is already possible. "

It was reported that the first stage of the creation of the Zhigulevskaya Dolina IT park in Togliatti will be completed in November 2011. In addition, agreements of intent were signed with 50 residents of the technopark, in particular, with IBM and Siemens. High-tech complexes of foreign and Russian production will be purchased for Zhigulevskaya Valley.
