Biography
Alexander Vladimirovich Gutsan was born in 1960 in the village of Siversky, Leningrad Region.
After serving in the army in 1981, he entered the law faculty of A.A. Zhdanov Leningrad State University.
The university years connected Gutsan with future senior officials. He studied in the same group with Dmitry Medvedev, who by September 2025 holds the post of deputy chairman of the Russian Security Council. The current Minister of Justice Konstantin Chuichenko and Deputy Prosecutor General of Russia Nikolai Vinnichenko, who will now become a subordinate of his former classmate, studied at the same course.
1987-1995
In his youth he worked as an apprentice toolmaker, then worked at the Leningrad Electrotechnical Plant.
The prosecutor's career of Alexander Gutsan began in 1987 with an internship in the prosecutor's office of Leningrad. The first position was the work of the prosecutor of the department for overseeing the consideration of criminal cases in the courts. In 1989, he was appointed assistant prosecutor of the city for the supervision of the investigation in the state security bodies.
By 1995, Gutsan headed the department for supervision of the implementation of laws on federal security of the prosecutor's office of St. Petersburg.
2000-2018
In 2000, he moved to the position of Assistant Deputy Prosecutor General of Russia for Special Assignments in St. Petersburg.
From 2005 to 2007, Alexander Gutsan worked as deputy director of the Federal Bailiff Service.
In 2007, Gutsan was appointed Deputy Prosecutor General of Russia and oversaw the work of the prosecutor's office in the Northwestern Federal District. In this key position, he worked for 11 years until 2018, when he was transferred to the post of presidential envoy in the same federal district.
2025: Appointment by the Prosecutor General of Russia
The president Russia Vladimir Putin appointed 65-year-old Alexander Gutsan, who previously served as the plenipotentiary representative of the head states in the Northwestern Federal District since 2018, as the country's new prosecutor general.
