2023: Arrest on charges of taking a bribe during the implementation of the national project "Healthcare"
On March 31, 2023, the Lomonosov District Court of Arkhangelsk sent Andrei Bloshchinsky, deputy governor of the Nenets Autonomous Okrug (NAO), to a pre-trial detention center. Earlier, he was detained by FSB officers in the case of receiving a bribe in the amount of 2 million rubles.
According to TASS, referring to information disseminated by the press service of the Investigative Department of the Investigative Committee of Russia for the Arkhangelsk Region and the NAO, Bloshchinsky was detained for two months - until May 29, 2023. It is said that on April 3, 2023, the suspect's defense appealed the decision to place him in a pre-trial detention center.
The criminal case was initiated under Part 6 of Art. 290 of the Criminal Code of the Russian Federation "Receiving a bribe by an official on an especially large scale." The investigation believes that the suspect demanded that a representative of a commercial organization transfer a bribe to him in the amount of 10% of the profit received under a state contract within the framework of the national project "Healthcare." Bloshchinsky intended to take the money through an intermediary.

2024: Charge of embezzlement of budget funds in the supply of medical equipment
On July 31, 2024, the prosecutor's office filed new charges against the ex-deputy head of the Nenets Autonomous Okrug (NAO) Andrei Bloshchinsky, who oversaw the region's health care. We are talking about embezzlement of budget funds in the supply of medical equipment.
In addition to Bloshchinsky, the head of the state order department Andrei Polugrudov and two of their acquaintances appear in the case. The indictment in the criminal case was approved by the Prosecutor's Office of the Arkhangelsk Region and the NAO. Depending on the role and degree of participation, the defendants are charged under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group, on an especially large scale, using their official position) and Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office, entailing grave consequences).
The investigation believes that members of the organized group within the framework of the implementation of the national project "Healthcare" in the period from June 2021 to December 2022 stole by deception and abuse of trust the funds of GBUZ NAO "Nenets District Hospital named after R.I. Batmanova" and the budget of the NAO. To do this, contracts were concluded for the purchase of medical equipment at inflated prices with economic societies and individual entrepreneurs controlled by one of the accused. The total damage is estimated at more than 24 million rubles.

The criminal case was initiated on the basis of the materials of the prosecutor's check. It will be considered by the Naryan-Marsky City Court.[3]
2026: Sentence - 13 years of strict regime for corruption that led to embezzlement of money from hospital
The Naryan-Marsky City Court of the Nenets Autonomous Okrug (NAO) sentenced the former deputy governor of the region Andrei Bloshchinsky. He received 13 years in prison in a corruption case. This was announced on February 24, 2026 by the Prosecutor's Office of the Arkhangelsk Region and the NAO.
According to the materials of the case, Bloshchinsky and other persons from June 2021 to December 2022, through deception and abuse of trust, stole the funds of GBUZ NAO "Nenets District Hospital named after R.I. Batmanova" and the budget of the NAO. As part of a fraudulent scheme, the defendants made contacts for the supply of medical equipment at inflated prices. The supplier was a company controlled by one of the convicts. As a result, more than 24 million rubles were stolen under three state contracts. At the same time, it was established that part of the supplied medical equipment was unsuitable for operation, which entailed a violation of the rights of citizens to receive high-quality medical care.
The criminal case was initiated on the basis of materials of operational-search activities submitted by the RUFSB of Russia in the Arkhangelsk region and the Ministry of Internal Affairs of Russia in the NAO. The defendants, depending on the role and degree of participation, were found guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group, on an especially large scale, using their official position) and part 1, part 2 and part 3 of Art. 285 of the Criminal Code (abuse of office).
Bloshchinsky will have to serve his sentence in a maximum security colony. He was also fined 23 million rubles. He is prohibited from holding positions in the public service related to the exercise of organizational, administrative and administrative powers for a period of 7 years.[4]
