Biography

Born November 15, 1960 in Chelyabinsk.

In 1984 he was educated at MIPT.

He studied at the Academy of Chemical Protection named after Marshal of the Soviet Union S.K. Timoshenko.

In 2003, he graduated with honors from the Academy of National Economy under the Government of the Russian Federation with a degree in business analyst.

Service in the USSR Armed Forces:

  • 1991-1992 - Academy of Chemical Protection named after S.K. Timoshenko, senior researcher;

He worked in the Military Center of the Aviation Plant, in the system of the armed forces (Military Center, scientific organizations, management structures).

1997-2018: work at Sberbank

General Director of "Sber Tech"

On June 9, 2017, Sberbank announced the appointment of Andrei Khlyzov to the post of senior vice president of Sberbank - general director of Sberbank-Technologies (Sber Tech).

As general director of Sber Tech, Khlyzov replaced Alisa Melnikova, who has worked for the company since 2013. During her work at Sber Tech, Melnikova debugged the company's business processes and improved the quality of the software[2] the [3]. Under her leadership, the share of "Sber Tech" in the portfolio of IT projects of Sberbank increased from 20% to 80%, the number of development centers increased from 12 to 46.

In July 2018, Andrei Khlyzov left the post of CEO of Sber Tech. Nikita Volkov, senior vice president and co-head of the Technologies block of Sberbank, became the interim general director. 2019: Architect of Digital Economy at Voskhod Research Institute

Since February 11, 2019, Andrei Khlyzov has been working at the Voskhod Research Institute, an institute subordinate to the Ministry of Digital Development and Communications of the Russian Federation. The national program was approved in December 2018. Total expenses on it for the period 2018-2024. Should be 1.634 trillion rubles. Of this amount, 1.1 trillion rubles. will have to allocate the federal budget, and 534 million rubles. should be taken from extrabudgetary sources.

2021: Chief information officer of the Belarusian Alfa-Bank

On October 1, 2021, Andrei Khlyzov announced on his Facebook page that he was going to work at Alfa Bank. He did not disclose details. The Russian office of TAdviser Bank reported that Khlyzov took the position of Alfa-Bank's information technology director in Belarus (included in the top 10 banks in this country).

Dismissal from Rosselkhozbank

As TAdviser found out, on September 30, Andrei Khlyzov, who headed the IT department, left Rosselkhozbank. A source close to the bank told TAdviser about this and Andrei Khlyzov himself confirmed. He chose not to comment on the reasons for his dismissal from the bank, noting only that he had not yet settled for a new job.

A source close to Rosselkhozbank says that Andrei Khlyzov came to the bank about six months ago to the position of director of the IT department. During his work, he developed and launched a large program "Digital Sovereignty." But the relationship with the bank's management did not work out, and by mutual agreement he left the post at the end of September.

In early September, Andrei Khlyzov said that Rosselkhozbank headed for digital sovereignty and is increasing its share of its own development, so the bank needs programmers on a modern stack with experience in flexible product development. Since 2020, the number of employees in the IT structures of Rosselkhozbank has increased almost 4 times, and a modern platform has been created for the continuous development and implementation of digital solutions, which allows RSHB to bring new products to the market every day[4].

Nikolai Ulyanov, Deputy Chairman of the Board, was and remains the curator of the IT department of Rosselkhozbank. The position of the director of the IT department as of mid-October is vacant.
