Megafon combines its IT assets into one company
In February 2024, it became known about MegaFon's decision to combine its IT assets in one company - Nexain. According to the Unified State Register of Legal Entities (USRUL), the telecom operator joins three software developers to Nexain: Algorithm, Mobile Platform and Storm Technologies.
MegaFon confirmed to CNews the fact of the reorganization and commented on it as follows:

Storm Technologies LLC has been in the process of liquidation since February 2024. The company develops solutions for customer service specialists based on its own software platform and develops a video analytics solution.
Storm Technologies became part of Nexine, and Algorithm LLC and Mobile Platform LLC are under reorganization by mid-February 2024 in the form of joining Nexine from October 2023. The Algorithm company develops solutions for mobile marketing. For example, they can be used to provide targeted delivery of messages to subscribers.
According to the publication, MegaFon plans to build a single IT competence center based on Nexaina, which specializes in the development of a billing platform for telecom operators. By February 2024, the number of Nexain employees exceeds 1800 employees. After the completion of the procedures for joining the companies "Algorithm," "Mobile Platform" and "Storm Technologies," the staff of "Nexain" may grow significantly.[1]

2022: "MegaFon" bought Nexign
At the end of December 2022, MegaFon acquired 100% Nexign. As a result of the transaction, the financial terms of which have not been officially disclosed, the purchased company will remain an independent legal entity and will retain all partners.

According to the head of special projects at RU-CENTER Alexei Zamesov, the cost of 100% Nexign can be 35-45 billion rubles. At the same time, he noted that the transaction could be a technical restructuring of USM assets (MegaFon bought the asset from this holding, which also includes the telecom operator). Zamesov believes that the deal will not affect the ability to work with other players in the telecommunications market.
Nexign's website states that by December 2022, Megafon and Nexign have been working together for nearly 30 years to maintain the network's high efficiency and are implementing new standards and their own innovations. Nexign Network Monetization Suite plays a central role in cooperation. Together with Nexign, Megafon optimized the use of 4G (LTE) network infrastructure, reduced costs, increased brand loyalty, and launched next-generation tariff plans and services such as the pre-5G option.

2021: Revenue growth by 22% to RUB 9,221 million
The company's revenue at the end of 2021 amounted to 9,221 million rubles. Compared to 2020, it increased by 22%. X holding Cherepennikova bought Peter Service for 20 billion rubles
In January 2019, Vedomosti announced the sale of Peter Service to X Holding (according to SPARK, 99% belongs to Anton Cherepennikov, who also owns the Citadel company ).
Information about the transaction was transferred to Vedomosti by the representative of X Holding Yulia Ostroukhova, and the representative of USM Holding (its structures previously belonged to Peter Service) Elena Martynova and the General Director of Peter Service Igor Gorkov confirmed it.
According to an informed source of the publication, Peter Service was sold for about 20 billion rubles. The deal was monetary, said representatives of USM and X Holding, who did not name the amount.
Anton Cherepennikov created X Holding in December 2018 to consolidate IT assets, Vedomosti writes. Under the management of the company, 23 projects will be combined, including the developer of solutions for the implementation of the Spring Law "Citadel," the system integrator "Outpost" and the developer of IT security products "Kryptonit," the X Holding reported.
The holding intends to develop support systems for the work of cellular operators, engage in the digital transformation of large enterprises, and analyze big data.
USM told the publication that MegaFon is the main client of Peter Service. In 2015, the companies signed a five-year contract to develop a single billing system that was supposed to allow faster launch of new products and better serve customers.
Billing plays the role of a kind of brain of the operator, its central system with information about services and customers, says Anna Aibasheva, a representative of VimpelCom. The mobile billing market is already distributed among telecom operators, so the main struggle of developers in the coming years will unfold when providing broadband Internet access, Oleg Bratishko, co-owner of another developer of billing systems, Berkut, told the publication[3]
Previously, the shareholders of Peter-Service were Telecominvest and Complus Resources Limited. Peter-Service was the last subsidiary of Telecominvest, acquired in 2008 by Alisher Usmanov in order to gain control over the mobile operator MegaFon.
On March 28, 2014, Telecominvest ceased operations through reorganization in the form of an merger. The successor to the company was AF Telecom Holding.
2018
Nexign is a brand under which since 2018 there has been a domestic developer of billing systems for telecom operators of Peter-Service JSC.
Sale of 49% stake in OOO PS ST and 50% stake in OOO CRPT YuSeM Technologies
In 2018, subsidiaries of Peter-Service JSC were also:
- limited liability company Peter-Service Special Technologies (LLC PS ST) - 49% of the share in the authorized capital;
- and limited liability company "Center for the Development of Advanced Technologies" - 50% of the share in the authorized capital.
At the same time, the activities carried out by subsidiaries did not coincide with the direction of activity for the implementation of the approved development strategy of Peter-Service JSC.
In December 2018, Peter-Service JSC terminated its participation in subsidiaries by selling a 49% stake in the authorized capital of PS ST LLC and a 50% stake in the authorized capital of limited liability company Center for the Development of Advanced Technologies to UeSeM Technologies Limited Liability[4] (since 25.08.2020 it has been renamed YuSeM Marking LLC, as of September 2022, 100% of the company belongs to USM Holdings holding).
Adjusted revenue figure of 13,149 million rubles

Revenue growth of 78%
Nexign's revenue in 2018 grew by 78%, to 14.148 billion rubles, the company told TAdviser. Nexign said that in 2018 they continued large-scale projects with telecom operators in Russia - Megafon and Rostelecom. According to the Contour-Focus service, the largest new state contracts in 2018 for Nexign were an agreement with Rostelecom for the supply of software and services as part of the implementation, development and support of a system for automating client control processes for machine connections. Its volume amounted to 174 million rubles.
The company noted that the important period for the business of Nexign customers was the World Cup in 2018. Such events in general are always peak loads on the network. Nexign's role is to help the carrier avoid additional infrastructure development costs during big events, the company said.
Other important events in the company include rebranding and a new business strategy, entering international markets - in the countries of the Middle East and Africa, Southeast Asia, bringing to market together with its exclusive partner, Bubbletone, Telechain Broker solutions. It is a digital marketplace based on blockchain technology with seamless integration with BSS (Business Support System).
Regarding foreign business, Nexign notes that the company was invited to participate in large tenders in the CIS countries and in other target regions: the Middle East, Africa and Southeast Asia.

Publication of the presentation "Peter Service" in Wikileaks
In 2017, Wikileaks published a presentation of ex-Peter Service employee Valery Sysik with the heading "Peter-Service may cooperate with special services." The company denied this, stressing that it does not have any contracts with government services.
The presentation was subsidized in 2014, when Valery Sysik, who at that time was responsible for development at Peter Service, came out in two public speeches with a proposal to create a system for collecting user data, similar to what exists on Google and Facebook. In his presentations, Valery Sysik spoke about opportunities, and not about implemented products or agreements.
In the refutation of Peter Service, it was said that the company does not receive access to personal data of subscribers, since it develops software, and all interaction with subscriber data takes place on the operator's side. No software for such purposes was developed by the company.
Peter-Service adopted a new strategy
Peter-Service announced in August 2017 a new strategy that implies the release of new IT products, access to foreign markets and the reception of 1,200 highly qualified employees. The ongoing changes should make the company one of the leaders in the global BSS market, and also ensure revenue growth by 2 times by 2020.
The staff of the company is more than 1200 people, for 2017-2020. it is planned to increase the number of another 1200 employees. The company's staff in 2020 should reach 2,500 people. The company plans to develop its offices in Russia, as well as open new representative offices abroad. The main markets targeted by the company are the Middle East and North Africa, Southeast Asia, Eastern Europe.
Peter-Service's revenue in 2020 should reach $200 million according to the company's calculations. The volume of export contracts in revenue is planned to be increased to about 50%. Such growth can be achieved only if there are large international operators among the clients. It is to solve the problems of the largest operators that a new product line of the company is aimed, which Peter-Service will present to the market in 2018.
2016: Revenue growth - 29%, profit - 31%
Peter-Service's revenue in 2016 increased by 29%, from 6.2 billion rubles to 8 billion rubles, follows from the company's accounting report available in the Contour-Focus database. Net profit increased by 31%, from 2.9 billion rubles to 3.8 billion rubles.
The drivers of revenue and profit growth in 2016 at Peter-Service called TAdviser the implementation of large-scale IT projects for customers in Russia and abroad. Among the largest - the project of transformation of BSS (operating support systems) in Megafon. This is a long-term project that began a year earlier, which went on in 2016 and continues in 2017.
The largest projects of the year also include: the construction of an analytical repository of big data from the Interconnect settlement system at Rostelecom, a project to migrate the entire subscriber base to a converged billing system in Turkcell Northern Cyprus, where a solution from Ericsson was previously used for more than half of subscribers, as well as a project to migrate post-paid subscribers to a new system in Geocell.
The transformation of BSS systems of mobile telecom operators in Peter-Service is called the business area that showed the highest growth rates in 2016. It includes: replacing existing operator systems (billing and charging, partner interaction system (PRM), interconnect and roaming systems, M2M platform and other modules) and launching new IT systems in accordance with new operator tasks.
The company notes that, as a rule, transformation pursues the goal of creating a converged system for servicing post-paid and pre-paid subscribers, reducing the cost of ownership, expanding the capabilities for servicing the subscriber base (increasing the number of transactions carried out, increasing the subscriber base, launching M2M).
The goal is often the implementation of digital transformation, including the launch of new services such as mobile commerce, the Internet of Things, digital services, as well as improving the manageability, calculation and transparency of all services on the side of the operator and its partners. Digital transformation sometimes includes the launch of a partner business model B2B2x.
2015
Revenue growth by 119% to RUB 6 billion
Peter-Service's revenue in 2015 increased by 119%, from 2.83 billion rubles to 6.223 billion rubles, follows from the company's accounting report available in the Contour-Focus database. Net profit increased by almost 237%, from 861 million rubles to 2.9 billion rubles.
Revenues from sales of products, goods, works and services amounted to about 4 billion rubles, and rental, licensing, commission and other payments accounted for about 2.1 billion rubles, the report says.
Peter-Service told TAdviser that the main driver of revenue growth in 2015 was the start of a large-scale project to transform the billing system in Megafon (which is a related company to Peter-Service). The total amount of Megafon's expenses under the agreement on the provision of non-exclusive rights to use the software and technical support with Peter-Service should be within 22 billion rubles by the end of 2019.
Projects for other customers were also continued, but work on the project for Megafon became the number one priority for the company, Peter-Service noted.
The rapid growth in profitability at Peter-Service is explained by the fact that for several years the company has been steadily increasing investments in the development of new products and systematically expanding the staff of specialists.
Due to this, a serious increase in incoming tasks in 2015 did not cause a sharp increase in the company's expenses. The result was high margins, as revenue from new projects seriously exceeded the current costs of Peter-Service, the company says. |
In addition to the transformation of Megafon's billing among the largest projects of 2015, Peter-Service launches the Big Data project for Rostelecom. According to Contour-Focus, in 2015 the total amount of contracts concluded with Rostelecom exceeded 1.1 billion rubles.
