Biography
Andrei Shishkin was born on March 13, 1959 in Krasnoyarsk.
Education
In 1985 he graduated from the Moscow Institute of Petrochemical and Gas Industry. I.M. Gubkin. In 1990, he completed his studies at the Higher Courses of the KGB of the USSR in Minsk. In 1996, he was educated at the Financial Academy under the Government of the Russian Federation. In 2002, he completed his studies at MIRBIS.
Career

Work at Rosneft
In 2012, Shishkin received the position of vice president of the OJSC. In Rosneft Oil Company 2013, he became vice president for industrial to power safety, labor protection and ecology, and in 2014 vice president for power and localization.
In 2014, he was elected to the Board of Directors of PJSC RusHydro, and in 2015 he joined the Board of Rosneft.

Vice President of Informatization
On November 8, 2019, Rosneft announced that the company had introduced a single integral position of vice president for informatization, innovation and localization, which was taken by Andrei Shishkin.

Rosneft prioritizes innovation and the use of breakthrough technological approaches, identifying technological leadership as a key factor in competitiveness in the oil market, the company said. |
At the same time, Shishkin will continue to oversee projects to improve energy efficiency and develop new technologies, as well as the construction of the Zvezda shipyard in the Far East, Rosneft added.

2024: Leaving Rosneft
On September 18, 2024, it became known that Andrei Shishkin, vice president for informatization, innovation and localization of Rosneft, left the company. Konstantin Laptev, director of the Rosneft department for the localization of equipment and technologies, was entrusted with his duties.
The reshuffle in the leadership of Rosneft was reported by the Kommersant newspaper. In the company, Shishkin oversaw, among other things, the Department of Energy, headed by Vasily Nikonov, and the Department of Scientific and Technical Development and Innovation under the leadership of Alexander Pashali. The reasons for Shishkin's departure were not disclosed, but one of the informed sources said that the top manager resigned on his own initiative due to the expiration of the contract. At the same time, it is said that Pashali also left his post.
Shishkin oversaw the work of the Far Eastern shipyard Zvezda at Rosneft. It is assumed that it will become the first site in the Russian Federation where tankers and gas carriers of large deadweight are built by the large-block assembly method. The complex enjoys significant state support measures, including subsidies for the construction of large-tonnage gas carriers Arc7 for Arctic SPG-2. Novatek Zvezda is also building a super-powerful lead nuclear icebreaker, Russia Project 10510 Leader. The vessel is necessary for regular year-round navigation along the Northern Sea Route.
Arthur Shamilov, head of the board of directors of the personnel agency for the selection of senior executives of Top Contact, says that Andrei Shishkin was one of the key figures in the company's structure, who was trusted with the development of localization, innovation, and the supervision of Bashneft and Zvezda. In this regard, Shishkin's departure from the company is very unexpected - taking into account the large projects assigned to him.
