He graduated from the Moscow Academy of Labor and Social Relations with a degree in Economics and Sociology of Labor.

Biography

2002-2018

In 2002-2018, he held senior positions in commercial companies in Chelyabinsk, Chelyabinsk Region and Astrakhan.

In 2018, Anton Lebedev was appointed to the post of Deputy Chairman of the Expert Council on Digital Economy and Blockchain Technologies in the State Duma of the Russian Federation. Then he began to be responsible for interdepartmental and regional interaction on digital transformation, the development of import substitution in the IT industry, and the examination of industry digitalization projects.

2020: Appointment as Head of the Department of Digital Development, Communications and Mass Media of the NAO

On December 23, 2020, it was announced the appointment of Anton Lebedev to the post of head of the Department of Digital Development, Communications and Mass Media of the Nenets Autonomous Okrug (NAO). The corresponding order was signed by the governor of the region Yuri Bezdudny, according to the official portal of state authorities of the NAO.

In his new position, Anton Lebedev will be engaged in the implementation of state policy in the field of informatization and communications, information policy and interaction with the media, as well as international and interregional relations.

Before heading the Department of Digital Development, Communications and Mass Media of the NAO, Aton Lebedev served as assistant to the head of the region.

Before Lebedev was appointed to the post of head of the Department of Digital Development, Communications and Mass Media of the NAO, Mikhail Markov, deputy head of the department, was acting. Previously, the department was headed by Pavel Okladnikov, who was appointed Minister of Communications and Information Technologies of the Arkhangelsk Region in April 2020.

This department, among other functions:

• carries out state regulation in the field of information technology in the Nenets Autonomous Okrug;
• ensures the implementation of regional policy in the field of informatization on the territory of the Nenets Autonomous Okrug;

2022: Appointment as Deputy Governor of the Nenets Autonomous Okrug

At the end of December 2022, Anton Lebedev, head of the digital development department of the Nenets Autonomous Okrug (NAO), was appointed deputy governor of the region. In his new position, he will coordinate the implementation of the national project "Digital Economy" on the territory of the NAO and will continue to lead the relevant government body. The Nenets Autonomous Okrug faces a number of important tasks: the construction of an alternative to the main fiber-optic line to ensure the information security of the region, improving the quality of communication in hard-to-reach, small settlements that do not have year-round ground communication, improving the quality of service provision by the authorities and MPSC of the region, and developing new services. Due to the importance of these and many other tasks facing the "digital block" of the district administration, the governor of the NAO Yuri Bezdudny decided to allocate a separate deputy governor in charge of digital development. This will make it possible to even more effectively, quickly solve the tasks set, strengthen interdepartmental interaction within the district and with federal authorities.

Anton Lebedev became deputy governor of the Nenets Autonomous Okrug amid the ongoing implementation of the region's digital transformation program, which was approved at the end of December 2021.^[4]

At the end of December 2022, Sergey Mikhailov, head of the Department of Finance and Economics of the region, was appointed another deputy governor of the NAO. In his new position, he was assigned the supervision of the activities of the Office for State Regulation of Prices of the NAO and the implementation of the function of the head of the Regional Project Office. In addition, he coordinates the implementation of national projects on the territory of the Nenets Autonomous Okrug: "Small and medium-sized enterprises and support for individual entrepreneurial initiatives," "International Cooperation and Export," "Labor Productivity and Employment Support," and will also continue to lead the department.
