Dmitry Beglov was born in Novokuznetsk, in a family of doctors. The successor of the medical dynasty in the third generation.

Education

In 2006, he graduated with honors from the Kemerovo Medical Academy with a degree in Medical Affairs. In the same year he graduated with a degree in Economics and Enterprise Management at Kemerovo State University.

In 2013, he was trained under the Presidential Program for the Training of Management Personnel, trained in Japan. In 2020, he received a higher education in the specialization "Philology" at Kemerovo State University, graduated from the magistracy.

Career

2010

In 2010, Dmitry Beglov began working in the health care system of the Kemerovo region - first as deputy chief physician in one of the local medical organizations, and then as the head of the Kemerovo Regional Medical Information and Analytical Center.

2018

In 2018, Dmitry Beglov became the head physician of the Kuzbass Regional Children's Clinical Hospital named after Yu.A. Atamanov. Under the leadership of Beglov, a large-scale modernization and re-equipment of departments was carried out in the medical institution.

2022: Appointment as Minister of Health of the Kemerovo Region

In early April 2022, Dmitry Beglov was appointed the new Minister of Health of the Kemerovo Region. As the Ministry of Health of Kuzbass, he replaced Mikhail Malin, who headed the department for about three years. In February 2022, Mikhail Malin was appointed general director of the Grand Medica clinic (Grand Medica LLC), founded by Kemerovo businessman Alexander Govor.

2025

Arrest on charges of taking bribes

Former Minister of Health of the Kemerovo Region Dmitry Beglov was arrested on suspicion of receiving a bribe on an especially large scale. The Central District Court of the region on June 10, 2025 decided to detain the former official until August 7, 2025.

According to TASS, Beglov is accused of three episodes under paragraph "in" part 5 and part 6 of article 290 of the Criminal Code of Russia (taking a bribe on a large and especially large scale). The ex-minister pleaded guilty in part and expressed a desire to conclude a pre-trial agreement.

The court did not disclose the details of the case during the meeting. Earlier, the head of a separate unit in Kemerovo, LLC Medical trade "- SSC," was sent under house arrest. According to preliminary data from the investigation, this person from January to June 2025 transferred money to Beglov on a large scale.

The money was transferred for assistance in concluding contracts for the purchase and supply of medical devices and medical products. Also, bribes were received for general patronage in the field of medical procurement of the region.

During the searches, a significant amount of money was seized from the ex-minister. Some of the money was in a cache, which indicates attempts to conceal illegal proceeds from law enforcement.

Beglov's defense asked to hold a meeting in a closed format because of the details that represent the secret of the investigation. The lawyers also referred to the state of health of their client as the basis for the closed consideration of the case.

The ex-minister during the meeting said that he would not interfere with the investigation of the criminal case and was ready to cooperate with the investigation. He demonstrated his willingness to help establish all the circumstances of the crimes he committed.

During interrogation, Beglov announced his desire to prepare a petition for pre-trial cooperation. This was announced by the lawyer of the accused, representing the interests of the ex-minister in court.[1]

Charge of three bribes from medical equipment suppliers

The investigating authorities brought three charges against the former Minister of Health of the Kemerovo Region Dmitry Beglov of taking bribes from suppliers of medicines and equipment for regional medical institutions. The official has been detained since June 2025 after being detained on suspicion of corruption crimes. This became known on July 22, 2025.

According to Medvestnik, the investigation established several episodes of receiving illegal remuneration by the ex-minister. Beglov received cash from representatives of the company that supplied medical equipment to the regional hospital.

The first two episodes of the bribe were recorded in January and April 2025. The total amount of funds transferred amounted to about ₽3 million for providing patronage in the process of supplying equipment to the regional medical institution.

The third episode of the corruption crime occurred in June of the same year, when Beglov was handed an additional ₽2 million. After receiving the last bribe, the official filed a letter of resignation from the post of minister of his own free will.

A few days after the resignation, law enforcement agencies detained the former minister. The court decided to detain Beglov until August 7, 2025. The suspect is in a pre-trial detention center pending further consideration of the case.

The head of the Kemerovo division of the medical device supplier Medtrade - SSC, which transferred bribes to the ex-minister, was previously placed under house arrest by the court. The company specializes in the supply of medical equipment for state medical institutions in the region.

Investigative actions continue with the involvement of witnesses and searches of persons who may be involved in the corruption scheme. Operational measures were carried out at the deputy chief physician of the Kuzbass oncological dispensary Angelika Beglova, who is the ex-wife of the accused.[2]

Family

By April 2022, Dmitry Beglov is married and raising two children.

Awards

He was awarded the regional medals "For Service to Kuzbass," "For Special Contribution to the Development of the Hospital," "For Faith and Good," the Medal "For Special Contribution to the Development of Kuzbass" II and III degrees. In 2020, he was awarded the diploma "The Best Chief Physician of Russia."[3]
