Biography

Since 2010, he held various positions from a specialist in the implementation department to the deputy head of the department at Kabest LLC, where he designed and implemented comprehensive information security systems.

Then, until 2014, he served as deputy head of the department at Security Practice.

In 2015, he began working as a head of sales support at Positive Technologies. He was responsible for pre-sales of the line for protecting web applications (PT Application Firewall, PT Application Inspector), as well as MaxPatrol SIEM, MaxPatrol 8, PT MultiScanner. He conducted pilot projects and work on the implementation of products from customers. And since 2019, he has held the position of director of product development at the company.

Director of the Cybersecurity Department of the Ministry of Digital Development

On June 18, 2021, Vladimir Bengin took office as director of the cybersecurity department of the Ministry of Digital Development, Communications and Mass Media. This department is responsible for the federal project "Information Security" of the national program "Digital Economy of the Russian Federation," which is supervised by Deputy Minister of Digital Development Alexander Shoitov.

Vladimir Bengin leaves the post of head of the cybersecurity department of the Ministry of Digital Development

In mid-November 2023, Vladimir Bengin, who was involved in the protection of state information systems and the fight against telephone fraudsters, left the post of director of the Ministry of Digital Development cybersecurity department of his own free will.

Vladimir Bengin worked in the department from June 18, 2021. During his work, the Ministry of Digital Development organized a vulnerability search program (Bug Bounty) on the Public services portal, which was recognized as successful and extended to other information systems. Then began the legalization of "white hackers" who participate in the procedures of open contests for vulnerabilities.

Also during the work of Vladimir Bengin, Ministry of Digital Development developed several information systems that strengthen the safety of the use of telecommunication services in. In particular, a Russia system was developed to block calls from replacement numbers. " Antifraud Work has begun on the National System for Protection against DDoS Attacks, the National Security Scanner, which will identify vulnerabilities in resource systems, and the Russian IP address ownership service.

In addition, over the past year, the Ministry of Digital Development has prepared a bill on working fines for the leakage of personal data, which the President of the Russian Federation instructed to develop and agree on the government of the Russian Federation until the summer of 2023. This document is intended to tighten fines for personal data leaks, but as of November 2023, it has not yet been submitted to the State Duma.

Another project that was developed in the Ministry of Digital Development by Vladimir Bengin is the register of unacceptable cybersecurity violations, which was announced by the department in the summer of 2022, but has not yet been created. It was assumed that the Ministry of Digital Development will form a list of possible unacceptable events for state information systems and KII subjects, on the protection from which it will be necessary to concentrate. This is a methodology that is being developed by Positive Technologies and is an alternative to the threat modeling approach offered by FSTEC.

The Ministry of Digital Development at the time of Bengin's departure does not comment on the personnel reshuffle.
