Biography

Born on March 17, 1956 in a large country family in the village of Chernikovo of the Stary Oskol district of the Belgorod region.

Education

Got secondary education at the Stary Oskol school No. 5.

In 1980 graduated from economics department Voronezh agricultural of institute.

Also was trained in Academy of social sciences at the Central Committee of the CPSU and Academy of the right and management.

In 1999 defended the dissertation at Moscow State University according to the results of which the academic degree of Candidate of Economic Sciences is appropriated to Beskhmelnitsyn.

In 2012 defended the dissertation at Institute of socio-political researches of the Russian Academy of Sciences, the academic degree of the doctor of political sciences is appropriated.

Career

In 1974 — 1976 served in the ranks of the VTR.

In 1980 it was appointed the associate director of state farm in Chernikovo. Same year became the director of this state farm and worked them till 1983. After that it was appointed the secretary of the Belgorod regional committee of the All-Union Leninist Young Communist League, but the same year transferred to a position of the chairman of Korochansky district executive committee of the Belgorod region.

In 1986 it is appointed the first secretary of the Chernyansky district committee of the CPSU. In 1988 became the manager of organizational department of the Belgorod regional committee of the CPSU, the member of bureau of the Belgorod regional committee of the CPSU.

In 1990-1991 — the vice-chairman of the Belgorod regional council of People's Deputies.

In 1991-1994 — the Chairman of the Belgorod regional council of People's Deputies.

In 1994-1995 was the chairman of the board of joint-stock social commercial bank "Belekonombank".

From 1995 to 2013 — the auditor of Accounts Chamber of the Russian Federation. Performed the powers four terms in a row.

From 2013 to 2016 worked as the department head, the deputy chief of Russian President's Control Directorate.

Since 2016 — the chief of Control and analytical service of the president of JSC Russian Railways, the chief of Control and analytical service of the CEO — the chairman of the board of JSC Russian Railways.

In July, 2019 Mikhail Ivanovich Beskhmelnitsyn, the chief of Control and analytical service of the CEO — the chairman of the board of JSC RZD, is elected the chairman of the board of directors of Transtelecom company. He released Evgeny Igorevich Charkin who passed to a position of the vice-chairman of Board of Directors from this duty. Read more here.
