2022: Receiving a term for fraud with compulsory medical insurance money
In early July 2022, a court in Barnaul, Altai Territory, found guilty the chief physician of the Good Doctor medical center, Sergei Bogdanov, of fraud with funds from the compulsory health insurance program (compulsory medical insurance).
According to the investigation, from January 2016 to November 2020, the director, chief physician and deputy head physician provided fake documents to the compulsory medical insurance fund, which contained inaccurate data on the provision of services to patients.
The registers contained a list of services provided that were not actually provided. Also, the defendants in the case provided forged documents on various costs for compensation from the compulsory medical insurance fund - for example, on renting premises, medical equipment, and advanced training of personnel. According to this scheme, more than 100 million rubles were stolen.
Sergei Bogdanov was found guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group on an especially large scale). He was sentenced to two years of suspended imprisonment and a fine of 2 million rubles.

Zdrav.Expert] gave testimony exposing his accomplices, contributed to the establishment of inappropriate information from the total mass of documents by the medical organization about the volume and nature of the services provided to citizens, - clarified in the prosecutor's office of the Altai Territory. |
The case against other clinic employees by July 5, 2022 is still being considered. With the sanction of the court, the heads of the medical center were taken into custody. To compensate for the damage, the court seized the cars of doctors Toyota Land Cruiser-100, Audi Q7, sports car Chevrolet Camaro, as well as the settlement accounts of the accused and the clinic itself - totaling more than 350 million rubles. The damage caused was compensated.[1]
2024: Loss in court: Clinic "Good Doctor" sued ₽101 million rubles
On October 18, 2024, the Arbitration Court of the Altai Territory satisfied the claim of the private clinic "Good Doctor" against the former chief physician Sergei Bogdanov to recover ₽101,4 million in damages. The decision is related to the previously disclosed scheme of fraud with compulsory health insurance (compulsory medical insurance).
The amount recovered from Bogdanov corresponds to the damage caused to the state, which appeared in the criminal case of fraud. The clinic appealed to the arbitration court in May 2024, initially demanding to recover not only more than one hundred million rubles of losses, but also seventeen and a half million rubles of lost profits. The court satisfied the claim for damages, refusing to recover the lost profit.
A criminal case on fraud was initiated in 2020. The investigation established that in the period from 2016 to 2020, the clinic management, including the director, head physician and his deputy, organized a scheme for submitting false information to the territorial compulsory medical insurance fund. The reporting indicated the inflated volumes and quality of medical care provided, which led to the unjustified transfer of more than ₽100 million budget funds to the clinic's accounts.
Bogdanov was the first to plead guilty and made a deal with the investigation. In 2022, the court sentenced him to three years in prison conditionally and a fine of ₽200 thousand. The director of the clinic, Alexander Trofimov, and the deputy head physician, Dmitry Timoshensky, also pleaded guilty. In May 2023, Trofimov received four years probation and a fine of ₽500 thousand, and Timoshensky - three years and ten months probation with a fine of ₽500 thousand.
The Good Doctor Clinic fully compensated for the damage to the state, which amounted to more than ₽100 million. The decision of the arbitration court to recover this amount from Bogdanov can be appealed in accordance with the procedure established by law.[2]
