Was born on December 15, 1949 in the city of Moscow.

In 1971 graduated from department of history of Lomonosov Moscow State University.

Institute of history of the USSR of Academy of Sciences of the USSR

1971 - 1973 - the graduate student of Institute of history of the USSR of Academy of Sciences of the USSR (since 1992 - Institute of the Russian history of RAS).

1973: Work in the Istoriya SSSR magazine

1973 - 1986 - the Istoriya SSSR magazine managing departments "The history of the USSR abroad", "A historiography, a source study, methods of historical researches".

1986: RGGU

1986 - 1997 - The Moscow state historical and archive institute (since 1991 - the Russian State University for the Humanities - RGGU), the senior teacher, professor, the dean of faculty of archiving (1986 - 1990), the vice rector for scientific work (1990 - 1993), the head of the department of national history of the latest time (1989 - 1997).

1997: Work in MSU

1997 - 2005 - Department of history of Lomonosov Moscow State University, professor, the head of the center for theoretical problems of historical researches (since 1997), the deputy dean for UMO (since 1999), the head of the department of history of neighboring countries (since 2004).

2006: Rector of RGGU

2006 - 2016 - the rector of the Russian State University for the Humanities.

2016 - the president, the member of Scientific council, professor, the director of Institute of Post-Soviet and interregional researches of the Russian State University for the Humanities.

2018: Minprosveshcheniya of Russia

2018 - the adviser to the Minister of education of the Russian Federation.

Awards

It is awarded:

• Breastplate "Honorary worker of higher education of the Russian Federation" (2006),
• Medal Pro Cultura Hungarica for a large contribution to development of the Hungarian-Russian cultural and scientific ties (2010),
• The Order of Friendship - for a big contribution to strengthening of friendship and cooperation of the nations and nationalities, high achievements in development of economic and scientific capacity of Russia, for especially fruitful activities for rapprochement and mutual enrichment of cultures of the nations and nationalities, consolidation of peace and friendship between the states (the decree of the Russian President of 8/23/2010),
• Gratitude of the Russian President for active participation in preparation and holding the actions devoted to the 65 anniversary of the Victory in the Great Patriotic War of 1941-1945, work on social support of veterans and to patriotic education of youth (the order of the Russian President of 12/6/2010)
• The winner of the Award of the Government of the Russian Federation of 2011 in the field of education for a contribution to development of a domestic education system (2011),
• The winner of the Award of Heydar Aliyev for a significant contribution to strengthening and development of friendly good neighbourhood between Russia and Azerbaijan (2012),
• The decree of the Russian President V.V. Putin No. 182 of 5/3/2018 "About rewarding with the state awards of the Russian Federation" it is awarded with the Order of Honour - for merits under the authority of scientific and pedagogical activity and training of qualified specialists (2018).

For February, 2019 - the author more than 400 scientific works, including monographs, chapters in collective labors, the textbooks and manuals for the higher and high school published as in the Russian Federation, and abroad (the USA, Germany, etc.). Under the leadership of E.I. Pivovar 20 candidate and 3 doctoral dissertations are protected.

For February, 2019 - the Member of council of the Russian historical society, the chairman of the board of the Russian society of historians-archivists, the board member of the Russian Union of rectors.
