Biography

2025: Appointment as General Director of the Main Radio Frequency Center (GRCC)

In October 2025, Sergei Temny was appointed general director of the Main Radio Frequency Center (GRCC) subordinate to Roskomnadzor. He replaced Ruslan Nesterenko, who led the center since April 2021.

In May 2025, the European Union imposed sanctions against the GRCC and Ruslan Nesterenko. Brussels believes that they "are responsible for actions to conduct electronic warfare, including" jamming "and" spoofing, "primarily affecting the GPS signal in the Baltic countries and disrupting the work of civil aviation," RBC reports. The publication notes that Nesterenko worked as the head of the center for almost five years, the rest, since 2004, have held posts for no more than one to three years.

As for the biography of Sergei Dark, by October 2025 there is practically no information about the head of the GRCC in open sources. It is known that earlier he was the general director of the Infrastructure Solutions Agency, which, among other things, was engaged in software development. It is also reported that Sergey Temny has experience in the implementation of large projects, including as part of the construction of facilities for the Olympic Games in Sochi in 2014, the construction and automation of industrial facilities, as well as the introduction of information systems.[1]
