Biography

2025: Appointment as Head of the Ministry of Ministry of Digital Development of the Sverdlovsk Region

Evgeny Shonov has been appointed to the post of Minister of Digital Development and Communications of the Sverdlovsk Region. The corresponding decree was signed on December 29, 2025 by the governor of the region Denis Pasler.

Shonov worked for SKB Kontur for a long time (he designs online services for accounting and business). He joined this company in 1999 as a specialist in the assembly and configuration of computer equipment, server and network equipment. He participated in the implementation of projects in the field of digitalization of housing and communal services in the Sverdlovsk region. Since 2022, he has been engaged in interaction between SKB Kontur and state customers and authorities.

As noted in SKB Kontur, Shonov has "high expertise in the field of automation of state and budgetary institutions, an understanding of the budgetary structure and process, rules and principles of interaction between state executive bodies and local self-government." Shonov will take over as head of the Ministry of Digital Ministry of Digital Development of the Sverdlovsk Region on January 1, 2026.

The former Minister of Digital Development of the region, Mikhail Ponomarkov, who headed the department since 2021, was dismissed on September 16, 2025. As the URA.RU resource notes, referring to information received from informed sources, the reason for the dismissal was a conflict with the profile deputy governor Dmitry Ionin, who canceled the controversial purchase of the Ministry of Ministry of Digital Development in the spring of 2025. The agency's website says that the duties of the Minister of Digital Development and Communications of the Sverdlovsk Region as of December 29, 2025 are performed by Alexei Saburov.^[1]
