In mid-September 2025, the Governor of the Sverdlovsk Region Denis Pasler signed a "Decree on Members of the Regional Government." In accordance with this document, the Minister of Digital Development of the region Mikhail Ponomarkov was relieved of his post.
The Ministry of Digital Development and Communications of the Sverdlovsk Region was created on the basis of the local department of informatization and communications in March 2021. The expansion of the functions and capabilities of the government agency is associated with the transition of the region to a centralized model for managing the processes of informatization, digital development and information security.
In April 2021, an open selection of candidates for the post of head of the regional was announced. Ministry of Digital Development More than two dozen specialists submitted applications: they were tested, solved cases - both on public administration issues, and information technology defended projects with the concept of digital development of the region. The candidates were evaluated by an expert commission, which then included rector URFA Viktor Koksharov, rector UrMPP Yakov Silin, director of the Institute of Economics Yulia Ural Branch of the Russian Academy of Sciences Lavrikova, president of the Ural Chamber of Commerce and Industry Andrei Besedin and leading specialists in the region in the field. As a result, the ex-governor of IT the region Yevgeny Kuyvashev approved the candidacy of Ponomarkov, who previously served as deputy director of the department of informatization and communications.
Ponomarkov began acting as head of the Ministry of Ministry of Digital Development in September 2021. Thus, he worked in this position for four years. According to the regional information policy department, the employment contract with Ponomarkov was terminated in accordance with paragraph 2 of part 1 of article 77 of the Labor Code of the Russian Federation. Alexey Saburov, who was previously the deputy head of the department, was appointed Acting Minister of Digital Development and Communications.[2]
