Biography

In 2004, Sergey Evstigneev graduated from Petrozavodsk State University with a degree in Automated Control Systems. In 2013 - Higher School of Economics (specialization "Project Management and Business Development"). In 2014 - Moscow School of Management Skolkovo - Workshop program for directors. In 2016, he continued his studies at Skolkovo at the Executive MBA program.

From 2004 to 2010, he held various engineering positions in production enterprises.

In 2010-2011, he was the head of the security alarm and communications department in the division of the Engineering Forces of the Russian Federation.

From 2012 to 2015, he held the position of project manager in various telecom and IT companies.

In 2015-2016 was Director of Business Development at Korus Consulting.

In 2016, he worked at the Branch Center for the Development and Implementation of Information Systems of Russian Railways as the head of the business development department.

2017-2018: Chief information officer of Kaliningrad Oblast

In January 2017, the government of the Kaliningrad region announced the appointment of Sergei Evstigneev as head of the Agency for the Development of Communications and Mass Media of the region. The corresponding order was signed by the Acting Governor of the Kaliningrad Region Anton Alikhanov.

Evstigneev said that the main priorities in his work will be the logical development of the Safe City project, an increase in the contribution of information technologies and communications to the structure of added value of the region's GRP, the implementation of the Digital Economy, Telemedicine, and Electronic Government programs.

Alikhanov noted that the new head of the Agency is faced with the task of creating a significant share of electronic services and products for residents of the Kaliningrad region.

We are faced with a strategic task - the creation of a favorable investment climate in the region and a comfortable life for citizens. In this regard, we must transfer many of our processes to "electronic rails." This is not limited only to services for business, but affects every aspect of the life of the population, primarily health care, education, housing and communal services, - said Anton Alikhanov.

In his new position, Evstigneev was replaced by Yevgeny Durov, who headed the Agency since December 2014. According to regional media, he remains to work in the government in the status of an adviser.

Anton Alikhanov has been acting governor of the Kaliningrad region since October 2016 by presidential decree. In connection with the appointment of Evstigneev, Alikhanov also noted that the formation of a new management team will continue.

At the end of 2018, Evstigneev left the post of head of the Agency for the Development of Communications and Mass Media. On the website of the government of the Kaliningrad region, the expiration date of the contract with him is given as a reason. At the end of 2018, the Ministry of Digital Technologies and Communications of the Kaliningrad Region was created on the basis of the agency, which was headed by Alexei Ignatenko at the beginning of 2019.
