2005

Legislative Duma of the Khabarovsk Territory

In 2005, he was elected to the Legislative Duma of the Khabarovsk Territory, the LDPR faction.

Khabarovsk regional branch of the Liberal Democratic Party

From 2005 to 2011 he was the coordinator of the Khabarovsk regional branch of the Liberal Democratic Party.

In 2005, he became the head of the Far Eastern branch of the State Expertise of Projects of the Ministry of Emergencies of the Russian Federation.

2007: State Duma

In 2007, he was elected to the State Duma of the Russian Federation of the fifth convocation, the LDPR faction. He was deputy chairman of the State Duma Committee on Federation and Regional Policy.

In 2011, he was elected to the State Duma of the sixth convocation, the LDPR faction.

Since November 2015, he headed the Duma Committee on Health Protection.

In 2016, he became a deputy of the State Duma of the seventh convocation from single-mandate constituency No. 70 (Khabarovsk Territory - Komsomolsk single-mandate constituency). He was the first deputy chairman of the Duma committee on health protection.

2010: RAGS

In 2010 he graduated from the Russian Academy of Public Administration under the President of the Russian Federation (from September 20, 2010 - the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA)). He defended his master's degree in economics in the direction of "State and Regional Administration."

2013: Defeat in the election of the governor of the Khabarovsk Territory

In 2013, he ran for the post of Governor of the Khabarovsk Territory, took second place.

2018: Election as Governor of Khabarovsk Krai

September 23, 2018 by popular vote was elected governor of the Khabarovsk Territory.

2020: Detention on suspicion of organizing murders

On July 09, 2020, the Investigative Committee announced the detention of Sergei Furgal on suspicion of organizing the murders of several businessmen in 2004-2005. The head of the region is also checked for involvement in other especially serious crimes on the territory of the Khabarovsk, Primorsky Territories and the Amur Region.

The basis for the detention of the governor of the Khabarovsk Territory Sergei Furgal on suspicion of involvement in the murders of entrepreneurs was the testimony of those accused of these crimes.

2024: Recovery of 8.5 billion rubles by the Prosecutor General's Office

In December 2024, the Industrial District Court of Khabarovsk satisfied the claim of the Prosecutor General's Office to recover more than 8.5 billion rubles from the ex-governor of the Khabarovsk Territory Sergei Furgal and companies associated with the Torex group. The prosecution considered that, while in the civil service, the ex-official received income from them, which he did not declare.

Sergei Furgal was sentenced to 22 years in prison. He was found guilty of organizing two murders and attempted murder of competitors in 2004-2005. The ex-governor does not admit guilt.

2025: Sentence - 25 years in prison

On December 3, 2025, the Babushkinsky Court of Moscow sentenced the ex-governor of the Khabarovsk Territory Sergei Furgal in a new case of embezzlement of 2 billion rubles from SME Bank to 23 years in prison. Taking into account the previous sentence for attempted murders of entrepreneurs, he was sentenced to 25 years in prison of a strict regime with a ban on holding public office for 2.5 years.

This was reported by a TASS correspondent from the courtroom. During the judicial investigation, it was found that in 2007-2020, Furgal, being the actual owner of the Torex group of companies, created a criminal community. The purpose was to obtain non-refundable loans from SME Bank in the amount of over 2 billion rubles and their subsequent legalization.

To steal assets, a fictitious document flow was organized with the enterprises "Far Eastern Monolith" and "Builder." Under forged supply agreements, lawsuits were filed to recover a non-existent debt of 1.2 billion rubles from Torex-Khabarovsk. Later, Furgal and his accomplices also misled the foreign company Global Metcorp Ltd, receiving an advance of 552.7 million rubles for non-existent metal supplies from the Amurstal plant.

Furgal's accomplices were also convicted of real terms of imprisonment: lawyer Nikolai Shukhov, financial consultant Yuri Zolochevsky, chief accountant Galina Aleinikova and deputy security director Dmitry Kozlov received 20 years each; financial director Vladislav Karmashkov and director of Stroitel LLC Gennady Savochkin - 15 years old; Director of Far Eastern Monolith LLC Evgeny Averyanov - 13 years; Deputy Chief Accountant Svetlana Osipenko - 10 years; former Chairman of the Board of SME Bank Dmitry Golovanov - 4 years.

The court also recovered 551.9 million rubles from Furgal and his three accomplices in solidarity in favor of the injured company Global Metcorp Ltd.

As the lawyer of one of the defendants in this case previously reported to TASS, the state prosecution requested a stricter punishment for Furgal: 25 years in a strict regime colony for embezzlement of assets of SME Bank (taking into account the previous verdict) and a fine of 11 million rubles.^[1]
