Biography

Born February 22, 1944 in the village of Vertievka, Kharkov region.

In 1971 he graduated from the Omsk Institute of Railway Engineers (transport since 1997 - Omsk State University of Railways (OMGUPS)). Specialty "Automation, telemechanics and communications at the railway," transport qualification - engineering -electrician railways.

In 1987 he graduated from the Academy of Social Sciences (since 2010 - the Russian Academy of National Economy and Public Administration under the President of the Russian Federation). Specialty of social sciences, qualification - teacher of social sciences.

From December 24, 2002 to December 19, 2003, he underwent advanced training at the Russian Academy of Public Administration under the President of the Russian Federation.

March 25, 2004 awarded the degree of candidate of technical sciences.
