Valery Aleksandrovich Golubev was born on June 14, 1952 in Leningrad.
Graduated from the Leningrad electrotechnical institute of V.I. Ulyanov (Lenin) and Academy of National Economy at the Government of the Russian Federation. Candidate of Economic Sciences.
1975–1979 - Worked in central research institute of ship electrical equipment and technology.
1979–1991 - Served in bodies of KGB of the USSR.
1991–2002 - Worked in the Administration of Saint Petersburg as the chief of the secretariat of the mayor's office, the head of administration of Vasileostrovsky district, the Chairman of the Committee on tourism.
2002–2003 - Representative in the Federation Council of Federal Assembly of the Russian Federation from Legislative assembly of the Leningrad Region.
2003–2005 - Board member of JSC Gazprom, CEO of Gazkomplektimpex LLC.
2005–2006 - Board member, head of the department of investments and construction of JSC Gazprom, CEO of Gazkomplektimpex LLC.
since 2006 - the Vice chairman of the board of JSC Gazprom.
In February, 2019 retired. It was reported that to it there were serious claims regarding work with Belarus. It is about lack of transparency of accounting of delivered gas and documentary debt claims. Golubev was even called the lobbyist of interests of Minsk and made a claim in too close contacts with the ambassador of Belarus Semashko.
