Biography

Born in the city of Sergiev Posad, Moscow Region.

Graduated from the Moscow Engineering Physics Institute (State University), specialty "Comprehensive provision of information security of automated systems."

He worked in the Federal State Statistics Service (Rosstat). As of 2009, he served as head of the department.

Then he worked in the Moscow City Compulsory Health Insurance Fund (MGFOMS).

As of 2015, he was deputy head of the administrative department, and later took the post of head of the department of project activities and information technologies in the Federal Service for Supervision in Education and Science (Rosobrnadzor).

Since 2019, he worked as the head of the information security division "Aeronautical and Information Systems" (part of the Rostec Group of Companies).

After that, he was appointed to the post of Deputy Director of the Department of Digital Transformation and Big Data in the Ministry of Education.

In July 2021, the Ministry of Education told TAdviser that Andrei Gorobets took the position of director of the department of digital transformation and big data in the department. This structural unit of the ministry is engaged in the development and implementation of state policy in the field of digital transformation of education and the development of the digital educational environment, the improvement of public services in the profile sphere, the development of digital and electronic educational resources to improve the quality of education, etc.

One of the key digital projects that the Ministry of Education is implementing as of 2021 is the federal project "Digital Educational Environment," which is aimed at creating and introducing a digital educational environment in educational organizations and transforming the education system. Within the framework of the project, work is underway to equip organizations with modern equipment and develop digital services and content for educational activities. The director of the department of digital transformation and big data, according to the website of the Ministry of Education, acts as the administrator of this project under the leadership of Deputy Minister of Education Tatyana Vasilyeva.

As director of the department of digital transformation and big data, Gorobets replaced Pavel Kuzmin, who since July 2021, as acting director, heads the Academy of the Ministry of Education. The main activities of the Academy are related to the implementation of federal and departmental targeted programs in the field of education, as well as the organization and conduct of examinations in the field of scientific and scientific and technical activities.
