Veteran "I-Teco"
Igor Kolpakov has been working at I-Teco for many years. The first mention of his name on the company's website dates back to 2005. The Main Directorate of the Central Bank of the Russian Federation for the Omsk Region then held a conference on the development of banking in the Omsk region. Especially for the conference, with the financial support of I-Teco, a collection of materials was published, the co-author of one of the articles in which was Kolpakov, then an employee of the technical department.
The article was entitled "Experience in creating management systems using the example of developing a management system for the accounting and operating system of the Bank of Russia."
In 2011-2014 Igor Kolpakov, according to reports on the I-Teco website, works as the head of the electronic services department. With his participation, a universal electronic card (UEC) was introduced in Dagestan and Mari El, the creation of the Open Government portal of the Krasnodar Territory and the information educational environment in Beslan school No. 8.
As of March 2021, Kolpakov was employed in one of the subsidiaries of I-Teco, her representative told TAdviser. "However, in recent years he has been actively engaged in independent entrepreneurial activity, conducted projects not related to I-Teco, in which the company was not devoted," they say in I-Teco.
Own and family business
Igor Kolpakov has been conducting his own business in parallel with his work at I-Teco since at least 2007. As of March 2021, he is a co-owner of a number of operating companies.
Its most notable assets are the developer of non-cash payment systems Axetta, the tracking service for children and the elderly D.S.R. Igor Kolpakov's father Valery Ivanovich Kolpakov is the general director of the aforementioned Aksetta company, as well as the co-owner of the Kazan integrator Scanner (revenue for 2019 - 131.7 million rubles).
One of Scanner's major clients was Rostelecom, which had a contract in 2016-2018. Scanner provided integration services for a single mobile platform in Moscow with an SMS interface for transmitting SMS messages to users of mobile platform services.
On the basis of the platform there are applications "Public services," "Our City," "Active Citizen." The platform not only plays an integration role, but also allows a number of infrastructure mechanisms to function. One of them is a single user authorization of Moscow mobile services, according to the website of the Moscow government.
The Scanner was chosen by Rostelecom as the sole executor. In total, 7 contracts were concluded between the companies, 5 of which include a single mobile platform in Moscow. The amount of these contracts is about 476 million rubles. All of them are partially executed (this may mean that the contract is terminated either by agreement of the parties, or by decision of one party (usually the customer), but part of the delivered goods/works/services is offset and paid by the customer).
Arrest on major fraud charges
On March 19, 2021, the Basmanny District Court of Moscow, at the request of the Main Investigation Department of the Investigative Committee of Russia, arrested Igor Kolpakov, and with him the head of the department for supporting projects of mobile services of the GKU of the city of Moscow "Information City" Oleg Filimonov and businessman Andrei Shmitko for a period until May 16. All of them are accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). The essence of the scam was not disclosed by the investigation.
TAdviser I-Teco said that "the situation with the detention of Igor Kolpakov does not apply to contracts related to the group of companies. JSC "I-Teco" and its subsidiaries did not take part in these projects and were not executors of them. I-Teco and its management have not received any questions from law enforcement agencies. "
According to the Moscow court base, as of September 2021, Kolpakov, Filimonov and Shmitko are still in jail. On September 15, 2021, the Moscow City Court considered a collective appeal against the preventive measure he had chosen. But, as TAdviser specified in the Moscow City Court, the court upheld the previous decision to keep all three in jail.
2023: Sentence - 6.5 years in prison for embezzlement of 397 million rubles from DIT Moscow
In early November 2023, the Zamoskvoretsky District Court of Moscow sentenced Igor Kolpakov to 6.5 years in a general regime colony in the case of embezzlement of more than 397 million rubles from the Moscow Department of Information Technologies (DIT).
Two other defendants in this case - IT entrepreneur Andrei Shmitko and head of the Moscow State Budgetary Institution "Information City" Oleg Filimonov - received seven years in prison. All three defendants were found guilty of especially large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) and money legalization (part 4 of article 174.1 of the Criminal Code of the Russian Federation), Vedomosti writes.
According to the newspaper, the case concerns a state contract concluded with DIT of Moscow to ensure the distribution of SMS messages to users of socially significant services. The investigation and the court found that in 2018-2019 Kolpakov, Shmitko and Filimonov, as part of their fraudulent scheme, overestimated the initial value of the contract, held tenders in the absence of real competition and overestimated the indicators in the reports. According to the Russian ICR Federation, as a result of their illegal actions, the Moscow Information Technology Department suffered damage in the amount of over 397 million rubles.
The trial on the merits in the Zamoskvoretsky court lasted about a year and a half - from April 2022. As part of the criminal case, the defendants were arrested real estate, securities, cars and money.
Metropolitan DIT and its subordinate GKU "Information City" are long-time clients of "I-Teco." The company in the interests of the Moscow government is engaged in the development of a comprehensive information system "State services in the field of education in electronic form," with the help of which services for entering educational institutions work, providing free meals to preferential categories of children, and providing paid meals.[1]
