Igor Chaika is a Russian entrepreneur, philanthropist, philanthropist. In 2013-2015, he was an adviser to the Governor of the Moscow Region on a voluntary basis. The businessman's portfolio also includes: "Innovations of Light," engaged in the improvement of park areas and the development company "Archplay Development."

Biography

Igor Yuryevich Chaika is the youngest son of ex-Minister of Justice and former Prosecutor General of the Russian Federation Yury Chaika. Born December 13, 1988 in Irkutsk. A graduate of the Institute of International Private Law of the Moscow State Law Academy. O.E. Kutafina began his career as an entrepreneur in his student years. He created his first company - LLC "Innovations of Light" - in 2010, and a year later received a diploma of higher education.

Early career

Igor Chaika's first business, associated with the improvement of public spaces, was in trend and quickly occupied a niche in its segment. The city authorities finally saw in creating a comfortable environment a resource for the growth of investment potential and began to actively develop this direction. The company increased its turnover by participating in landscaping competitions in different regions, including receiving state orders:

  • for electrical installation work in Novorossiysk;
  • decorative lighting of the Adler - Krasnaya Polyana highway;
  • complex exterior decoration of the Crimean overpass, Novospassky bridge and some metropolitan streets.

Later, the company switched to the improvement of park areas, currently the share of Igor Chaika in Innovation of Light is 90%.

And in 2012, the Charter company was created, which later became one of the main assets of the businessman. The regional operator received large long-term contracts for the removal of waste from the North-East and East metropolitan districts worth more than 42 billion rubles.

Advisor to the Governor

Nevertheless, unexpectedly for many in December 2013, Igor Chaika became an adviser to the governor of the Moscow region on a voluntary basis. According to the entrepreneur, at that time he was seriously considering the possibility of switching to the civil service, especially since the chosen direction was familiar to him and interesting. Igor Yuryevich oversaw the field of culture, tourism, sports and youth policy, investing in the implementation of many projects, including personal funds.

As an adviser to Chaika, Igor worked for a year and a half in close cooperation with the business community, applying both the capital's experience and the best world practices. Small cities of the Moscow region literally came to life thanks to the holding of mass entertainment events, which later became their hallmarks. For example, in Klin, where the P.I. Tchaikovsky Museum-Reserve is located, this summer the seventh annual International Tchaikovsky Art Festival was held, whose artistic director is People's Artist of the USSR Yuri Bashmet. Among the invited guests of this year are world stars - Denis Matsuev, Nikolai Tsiskaridze, artistic director of Helikon Opera Dmitry Bertman and many others. And the Vienna Philharmonic Orchestra was invited to the first festival, which was personally supervised by the adviser to the governor, which immediately set the high bar for the event. With his direct participation in the organization, the celebration of the 700th anniversary of Sergius of Radonezh was also held, to which, in addition to distinguished guests, more than 300 thousand pilgrims gathered in Sergiev Posad.

Igor Yuryevich was the founder of new urban traditions. So, with its filing in the Moscow region, the "Neighbors' Day" began to be held. Klin, Naro-Fominsk, Odintsovo and Lyubertsy joined the first celebration in the summer of 2014. And although the mass event did not become, at the level of small towns it took place mentally and warmly.

Despite the successful work, Chaika nevertheless rejected the offer received from the head of the region in the summer of 2015 to head the same direction in the rank of deputy prime minister in the regional government. He completely switched to business projects, nevertheless, he still oversees many regional social projects.

Business in Russia

Charter LLC

In 2017, the entrepreneur bought the Charter from a business partner, after which the main directions of its development were outlined. The bet was placed on innovative technologies for deep recycling of garbage, allowing you to approach the economy of the closed cycle. At the same time, non-stop containers and bunkers, as well as a fleet of equipment, are being updated. All garbage disposal and auxiliary equipment belonging to the company corresponds to the environmental parameters of Euro-4 and Euro-5. The regional network is also gradually expanding. In 2018, Charter won a competition for the status of a regional operator for the management of municipal solid waste in the Yaroslavl and Tula regions. The volume of planned revenue for the term of the agreement until 2026, respectively, is 16 billion rubles and 10.3 billion rubles. In the same year, the company received the status of a regional operator in the Noginsk cluster (until 2028), and in 2019 - in six municipal districts of the Vladimir region, close to Moscow ( until 2028).

To date, more than 6.8 million people use the services of the Charter. The company serves more than 90 municipalities in the Central Federal District, collecting and processing over 3.1 million tons of waste annually.

Industrial Environmental Operator LLC

In 2020, the businessman became a co-owner of the Industrial Environmental Operator. The dynamically developing company utilizes low-hazard industrial and construction waste in the Moscow region and finds growth points to take a leading position in the market for the processing of such waste in the capital region. For this, it invests about 300 million rubles in the creation of a high-tech plant for the deep processing of industrial and construction waste, sludge, chicken droppings, etc. A site has already been selected, a technological line has been designed, the main production equipment for which is planned to be purchased in the UK. The design capacity of the plant is up to 2.5 million tons of waste annually.

Bateltrans JSC

Igor Chaika controls the largest manufacturer of sleepers JSC "Bateltrans" through JSC "T-Industry" - a subsidiary of LLC "Aqua Solid" (99%). The main customer of BET products is Russian Railways, with which a long-term contract for the supply of trellis concrete products has been signed. In projects related to the modernization of production and the creation of high-tech products (for example, Skl 30 rail connection terminals), Bateltrans works closely with the German Fosslo-Werke GmbH.

Archplay Development LLC

The development company is building residential real estate of business and comfort class. In the medium term, it is planned to build about a million square meters. To date, permission has been obtained for the construction of the Barclay 6 residential quarter in ZAO in Moscow.

National Engineering Corporation JSC

The company positions itself as an expert in the field of technological transfer of the best world practices, design solutions that contribute to the optimization of capital and operating expenses. Carries out activities in three areas:

  • engineering (creation of BIM-models, automation of production facilities, modernization of technical facilities, etc.);
  • digital (creation and implementation of analytical systems, turnkey digital solutions, etc.);
  • process (supply, installation and maintenance of technical equipment, minimization of risks, etc.).

International projects of Igor Chaika

Among the international projects of the businessman, which were accompanied by the appearance in the press of numerous photos and presentation videos related to their promotion - LLC "Russian Export" and the construction of a station for desalination of water in Iran. Both, however, were curtailed for objective reasons. In the first case, a pandemic played a role, which severed the established trade ties. Since 2016, Russian Export has supplied a wide product line of goods from Russian manufacturers to China, which, as you know, has minimized business contacts due to the spread of the coronavirus. As a result, in 2020, the entrepreneur left the project. The idea of ​ ​ building a desalination plant, the approximate cost of which was $180 million, had to be abandoned due to US sanctions against Iran.

In October 2022, the US Treasury accused Igor Chaika of destabilizing the situation in Moldova. The sanctions card says that Chaika, "together with Kremlin spokesman Dmitry Peskov," developed detailed plans "to undermine the position of Moldovan President Maya Sandu and return Moldova to Russia's sphere of influence."

Charity

Since 2016, he has been the founder of the Charitable Fund for Assistance to the Development of the Cossack Village Brinkovskaya named after centurion M.Ya. Chaika. This is the full name of the fund, but in the news it is often called short - BF "Name of the centurion M.Ya. Chaika." The BF allocated more than 450 million rubles for the reconstruction of the cadet corps, which also bears the name of the heroic great-grandfather, in the village of Brinkovskaya in the Kuban. In addition, 30 million rubles are allocated annually for the current costs of the educational institution, in which for the most part local children study. From 2017 to the present, Igor Chaika is a member of the Coordination Council of the All-Russian public organization "Business Russia," as well as the business ambassador of the organization in the Republic of Moldova and Transnistria. During this time, with his direct participation in Moldova, several dozen humanitarian projects were implemented - to assist children, large families and people in difficult life situations. It also helps to restore significant objects of cultural heritage, for example, in Chisinau the house-museum of A.S. Pushkin was restored. During the pandemic, as part of humanitarian assistance, the necessary medical equipment, modern test systems and the Russian Sputnik-V vaccine were repeatedly received in Moldova, Transnistria and Gagauzia.

Rewards, incentives

Over the years, the activities of Igor Chaika were awarded with thanks and awards from federal and regional government bodies and public organizations. Among them are the Certificate of Honor of the President of the Russian Federation (2015) and the Badge "For Merit to the Moscow Region" III degree (2015). He was also awarded the Orders of the Russian Orthodox Church - Daniel of Moscow III degree (2014) and St. Sergius of Radonezh III degree (2021).
