Initiation of criminal proceedings on abuse of authority, international wanted list

The court arrested Irina Soldatova in absentia, who is suspected of abuse of office. The ex-Minister of Health of the Omsk Region has been put on the international wanted list, the press service of the Investigative Department of the Investigative Committee of Russia said on January 29, 2021.

Soldatova and the director of the state institution "Directorate for the Maintenance of the State Health System of the Omsk Region" Viktor Babikov are suspected of committing a crime under paragraph "c" of part 3 of Art. 286 of the Criminal Code (abuse of power with serious consequences).

Damage to the Ministry of Health of the Omsk Region from the actions of suspects was estimated at 105 million rubles.

The representative of the TFR cited data on one of the contracts: as part of it, 30 humidifiers for ventilators were delivered to the Omsk region at a price of 840 thousand rubles per unit. At the same time, investigators found out that distributors supplied them to the territory of the Russian Federation at 180 thousand rubles and the average cost of this equipment in Russia did not exceed 260 thousand rubles.

The cost of IVL devices, as reported by Mikhail Zaytsev, amounted to a contract of the Omsk region for a unit of 4.2 million rubles, while, according to the conclusion of the examination, the price of such a device was not higher than 2.07 million. That is, the Omsk region during their purchase of devices overpaid twice.

The investigation also found that intermediary firms were used in the supply of medical equipment, which did not have either the equipment itself or the funds. Having received money from the Ministry of Health, they bought what they needed with profit for themselves.
