Biography

Sergey Kalugin was born in Moscow in 1966.

From 1984 to 1986 he served in the Armed Forces of the USSR.

2000 - 2009

From 2001 to 2007 - General Director of National Cable Networks OJSC and one of its founders. The company changed several owners: from Suleyman Kerimov it passed to Yuri Kovalchuk, from Kovalchuk to Rostelecom.

Former president of the Komstar operator Sergei Pridantsev, familiar with Kalugin since the late 1990s, noted his entrepreneurial talent: "The NKS was created on the basis of numerous operators, the purchase of which was Kalugin himself. And this purchase was carried out in a very timely manner. "

From 2007 to 2008 - General Director of National Telecommunications OJSC (NTK; controlled by the "National Media Group" Yuri Kovalchuk). At the end of 2008, he left the post of general director. He did not name the reasons for leaving. After his dismissal, he intended to develop his own projects, for the sake of which in 2009 he had already departed from business.

2013

Appointment as President of Rostelecom

On March 27, 2013, Rostelecom announced its decision to appoint Sergei Kalugin as president of the company. In this post, he replaced Alexander Provotorov, who headed the company since 2010.

A few days before this report, information began to appear in the media that the candidacy of Sergei Kalugin for the presidency of Rostelecom was agreed by the presidential administration.

Waiver of early dismissal compensation

In May 2013, Sergei Kalugin announced that he had refused compensation in case of early dismissal provided for by the labor contract. Leaving Rostelecom

During trading on the Moscow Exchange, the value of one Rostelecom share fluctuated around 79.5 rubles. Thus, the amount of the premium could be about 66.6 million rubles.

As of December 31, 2016, the size of the stake in Rostelecom owned by Kalugin was estimated at 0.2259% of the total number of ordinary shares of the company (approximately 2.575 billion shares). In case of acquisition of a new stake in premium shares, Kalugin's stake may increase by a little more than 0.03 percentage points.

Transition to the Ministry of Communications

On March 31, 2017, the Ministry of Communications announced the appointment of Sergei Kalugin to the post of Deputy Minister of Communications and Mass Communications of the Russian Federation.
