Biography
Pavel Khripunov was born on October 13, 1977 in the village of Haidarkan, Osh Region, Kyrgyz SSR. At 10, his parents were forced to move to Russia, as "a certain restructuring began, part of the Soviet enterprises were closed." Career in Russian government agencies and subordinate institutions
In 2017, Pavel Khripunov took the post of head of the Infrastructure Management Department of the FIU automated information system, where he oversaw the organization and maintenance of the AIS FIU-2 information system. He left the FIU in 2018.
In 2019, it became known that a criminal case was opened on corruption in the FIU: in particular, against Alexei Ivanov, at that time deputy chairman of the Pension Fund, and a number of key managers responsible for IT, as well as the ex-director of the department for working with state bodies of Technoserv Alexei Kopeikin. In total, law enforcement agencies in connection with this case requested information about 80 IT employees of the FIU.
Pavel Khripunov told TAdviser that in 2020 he was also called to the police for a conversation - twice, but law enforcement agencies have not taken any additional actions against him in connection with the criminal case since then.
Pavel Khripunov added that he himself did not work for long in the Pension Fund and left it in 2018, since he was not satisfied with the approaches of the head of the IT block of the FIU.
In 2019, Pavel Khripunov worked as an adviser to the director at the Center for Expertise and Coordination of Informatization (CECI) subordinate to the Ministry of Coms.
In addition, Pavel Vladimirovich Khripunov (full namesake) in 2019 was listed on the website of the Federal Scientific Center of the Research Institute for Systems Research of the Russian Academy of Sciences as deputy director for information technology in the social and industrial sphere.
2021: Move to Kyrgyzstan
Pavel Khripunov, ex-director of the Infrastructure Management Department of the automated information system of the Pension Fund of Russia, became an adviser to the President of the Kyrgyz Republic on attracting investments, moved to this country and received her citizenship. The president of the republic was looking for a manager with suitable experience that could help the country accelerate digitalization, Khripunov told TAdviser in November 2021. On one recommendation, his summary was approved by the president.
Then, says Pavel Khripunov, he was invited by the Kyrgyz side, with whom a dialogue took place at the highest level, after which he received an offer of cooperation and moved to Kyrgyzstan.
Khripunov was also appointed Secretary of the Supervisory Council for Digitalization under the President of the Kyrgyz Republic and General Director of the Project Office state institution, a new structure whose purpose is to organize the activities of the Supervisory Council.
The Supervisory Council on digitalization was formed on the initiative of the President of Kyrgyzstan Sadyr Zhaparov as part of the decree "On Further Measures of Digital Transformation of the Kyrgyz Republic" signed by him in July 2021. The Council is a standing consultative and advisory body. He is engaged in the development of proposals and recommendations in the main areas of state policy in the field of development of digital transformation, ensuring the interaction of state bodies in the implementation of national projects and programs on digitalization.
The appointments of Pavel Khripunov occurred in the context of the development of cooperation between Russia and Kyrgyzstan. Over the past years, their cooperation has been carried out within the framework of the Eurasian Economic Union, the countries regularly hold meetings to deepen integration. And Russian President Vladimir Putin has repeatedly emphasized the importance of a course towards the integration of Russia and Kyrgyzstan. And in the digital age, the development and synchronization of state information systems is extremely necessary for this.
Pavel Khripunov applied to the President of the Kyrgyz Republic for Kyrgyz citizenship, and the president granted this request. Khripunov spoke about receiving a passport in the fall of 2021[2]
Before Pavel Khripunov received Kyrgyz citizenship, he was first appointed presidential adviser on a voluntary basis and this is how he was represented in the media. As of November 3, 2021, he is not yet listed on the list of advisers to Sadyr Zhaparov on the official presidential website. In the same interview, Pavel Khripunov said that the implementation of the digitalization project in the republic, where about 6 million people live, is not on paper, but so that digitalization reaches every citizen and gives him a lot of opportunities is not an easy task. It was divided into several stages, and a basis was prepared for its solution. Khripunov also cited data that now in Kyrgyzstan there are more than 120 information systems in various departments.
And in an interview on the Mir TV channel in October 2021, Pavel Khripunov said that his return to the republic after successful work in Russia is due to the fact that he, first of all, sees great human potential in Kyrgyzstan, as well as technological. This, he is sure, will allow the republic to form digital ecosystems, which will be in demand by world corporations.
The president and government also have a number of ambitious tasks. They are associated, first of all, with the formation of certain centers of competence here. And in a conversation with the president, and the Supervisory Board, which was created, we are just conducting collegial work that allows us to form the vector and those technological gaps that we can competitively provide to the world market, and to form here, first of all, the opportunity for the world community to see in Kyrgyzstan not only an agrarian country, but also a technological center. The adviser also noted that due to its geographical location, the country has the opportunity to receive electricity through hydrogenation and can form large high-tech data centers for the whole world . This work is already underway in the republic, negotiations are underway with a number of large investors. First, large energy facilities will have to be built, and then data centers will already be built on their basis, Pavel Khripunov explained in an interview.
The construction of data centers is necessary not only so that third-party customers can place their IT systems in them and, thus, increase revenue in the country's budget, but also to ensure the IB and disaster tolerance of the information systems of Kyrgyzstan itself. According to Khripunov, he brings to the level of the president and prime minister the question of creating data centers, in particular, in Bishkek and the city of Osh, which would exchange all information on state and departmental systems, as well as provide services to commercial customers. Financing of this project is supposed to be received through attracting investments.

One of the tasks prescribed in the charter of the Project Office, headed by Khripunov, is to increase the level and quality of IT specialists in Kyrgyzstan. This work is planned to be carried out together with universities.
