Was born on November 11, 1958 in Moscow. In 1980 graduated from the Moscow state teacher training college of V.I. Lenin, worked as the teacher of geography and English at school No. 29 of Moscow. In 1982 — 1985 studied in a postgraduate study of department of economic geography of MGPI. In 1985 — 1997 — the assistant, the senior teacher, the associate professor of economic geography, the head of department of international relations of MGPI. In 1997 it was appointed the assistant to the Deputy Prime Minister of Russia concerning education. From June, 1998 to June, 2001 — the deputy minister of the general and professional education of the Russian Federation. From March, 2001 to August, 2012 — the CEO of Prosveshcheniye publishing house. From November, 2013 to July, 2014 — the Chairman of the board of directors, the CEO of DROFA LLC.

Since October, 2014 — the president of Institute of the Mobile Educational Systems LLC.

Doctor of pedagogical sciences (2005, subject of the doctoral dissertation "Education as resource of personal development, society and state"), professor, corresponding member of the Russian Academy of Education.

The author of 9 monographs and more than 100 scientific articles devoted to questions of improvement of a system of Russian education and educational book publishing.

Under the direction of and with the assistance of A.M. Kondakov projects are developed and implemented: "Reforming of an education system of the Russian Federation" (2001), "The Russian general education portal — school.edu.ru" (2001), "Informatization of an education system of the Russian Federation" (2002), Federal state educational standards of the initial general (2009), the main general (2010) and the secondary (complete) general education (2012), Federal state requirements to preschool education (2010), the Concept of spiritual and moral development and education of the identity of the citizen of Russia (2010), the innovation systems of textbooks for all levels of the general education: "Perspective", Spheres, "The academic school textbook", are developed the approximate main educational programs implementing requirements of the FSES of the general education.

Has extensive work experience with different international educational to the organizations, funds and the companies among which there are a Council of Europe, UNESCO, the European Commission, IBRD, EEPG, AEP, AAP, etc. In 1998-2002 was the vice-chairman of Council by training of the CIS. In 1994-2001 was the official representative of the Organization of the International bachelor degree in Russia. Interacts with heads of governing bodies of formation of territorial subjects of the Russian Federation, the FSU and beyond in the field of education.

The winner of the Award of the President of the Russian Federation in the field of education (2004), the Award of the Government of the Russian Federation in the field of education (2009), the gentleman of a medal of the Order "For Merit to the Fatherland" of the II degree.
