Biography

Vitaly was born on August 6, 1966 in the city of Novotroitsk of the Orenburg region.

Graduated from Bauman Moscow State Technical University (MSTU).

In the field of IT works since 1989.

Co-founder of the Russian Industrial Company (RIC).

Worked as the vice president more than 10 years, directed the RPK commercial direction.

In 2004 created NEOLANT company. Led NEOLANT into the lead of intersystem integration — regarding turnover, the scale of projects, examination level.

For March 22, 2018 Vitaly Vladimirovich Kononov works as the CEO of JSC Neolant.

Supervises the direction of implementation of IT technologies in the oil and gas industry. The broad spectrum of high-tech innovative solutions in the field of control automation is under his supervision created by design, construction and operation.

The author of numerous publications on a perspective of application of IT for the solution of business challenges.

The corruption problem at placement of state orders in the IT sphere becomes more and more relevant, especially in the light of the latest sensational events. Recent such case is the state order of the Ministry of Health on creation of the portal for communication of doctors and patients for the amount of 55 million rub which should be executed in 16 days. Doubts and interest were attracted of experts by the term during which it was offered to implement quite difficult and volume project. It is possible to select several measures which, in our opinion, will help to fix this problem.

  • First, it is necessary to develop and accept the general qualifier on similarity of RCEAP for the description of state orders. And that we face recently that some services by customers are described by such foggy and unclear phrases that it involuntarily suggests an idea of explicit corruption.
  • Secondly, it is necessary to set for customers standard rules of the description on accomplishment terms on each type of service in order that they did not determine in advance impracticable short terms. If there was such order, then a story with the tender of the Ministry of Health for 55 million which should be executed in 16 days hardly happened.
  • Thirdly, it is necessary to prohibit use in the description of services Latin letters mixed up with Russians. It is small cunning which allows unfair customers "hide" state orders from "unnecessary" contractors.
  • Fourthly, it is necessary to oblige customers of state orders to distribute more or less the orders on time within a year that there was no usual approach of "mastering of the budget" when the companies are forced for the last month under report to expose IT orders for the huge amounts and short terms.
  • Fifthly, it would be good to promote that state structures passed from a year budget cycle to three-year.
