Biography

Konstantin Vladimirovich Maslakov is a hereditary engineer and military man, born on September 13, 1973 in the military town of Monino, Moscow Region.

Father - Vladimir Alexandrovich Maslakov, design engineer of the Rocket and Space Corporation "Energia," the author of six inventions, three of which were introduced in the Russian space industry. Konstantin's mother is Vera Aleksandrovna Maslakova, a biology teacher and head teacher at a secondary educational school. Paternal grandfather - Alexander Ivanovich Maslakov, participant in the Great Patriotic War, career officer, colonel of the Air Force.

Education

In 1990, Konstantin Maslakov graduated from school with a silver medal and entered the Military University of the Ministry of Defense at the Faculty of Foreign Languages, where he received the qualification "translator-referent and specialist in the foreign economic field with knowledge of Arabic and English."

As General Director of MIP-Stroy 1, Konstantin Maslakov received an additional education in the profile of Industrial and Civil Engineering at the Institute of Construction and Housing and Communal Services of the National Research University Higher School of Economics. In 2022, he was also awarded the qualification "Master of Business Administration (MBA)" at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA).

Professional and Career Development

Upon graduation, he serves under a contract in the Armed Forces of the Russian Federation in the Middle East through the Main Directorate of International Military Cooperation of the Ministry of Defense of the Russian Federation and the state company Rosvoorozhenie (now Rosoboronexport, part of the Rostec state corporation).

In the early 2000s, Konstantin Maslakov, working in the structures of the former Ministry of Construction of Oil and Gas Industry Facilities (USSR Ministry of Neftegazstroy), has been going from a manager who led separate projects to a member of the board of directors of Rosneftegazstroy joint-stock company (successor of USSR Ministry of Neftegazstroy) for five years, where he oversees foreign projects, and also heads the EMARUS Contracting Company joint venture in Abu Dhabi, UAE.

In the United Arab Emirates, he is gaining experience in implementing large urban planning projects - the company he heads is creating a communal infrastructure in the municipality of Abu Dhabi.

In the same period, Konstantin Maslakov was expanding his competencies:

  • receives additional education in the profile "Project Management" at the Institute for Investment Development;
  • graduates from the Modern Management program at the AFW Academy of Economics and Management (Bad Harzburg) in cooperation with the Institute for Entrepreneurship Development and European Management;
  • Mastering the specialty "Master of Business Administration" under the MBA program "Euro-Management - Master of Business Administration for Managers" at the Academy of National Economy under the Government of the Russian Federation (now RANEPA).

In the mid-2000s, Konstantin Maslakov in the structures of JSC Gazprombank"" participated in the consolidation of domestic engineering assets. During this period, he successfully implements the task of modernizing a heavy-duty steelmaking plant on the territory of OJSC Izhora factories"" (g St. Petersburg.). This project becomes one of the key elements of the strategy (United Machine-Building Plants Uralmash-Izhora Group) to create an advanced Russian complex of engineering facilities based on its own modern metallurgy.

After several years of work in the structures of Gazprombank JSC, Konstantin Vladimirovich heads the department of foreign and special construction of OJSC.   • main gas pipeline "Malai - Bagtyyarlyk" - part of the gas pipeline system "Central Asia - China" passing through the territory of Turkmenistan;
  • Czech gas pipeline GAZELLE, integrated into the Russian-European gas pipeline Nord Stream.
  • the Sheiba-Abkeik-2 oil pipeline to supply oil from the Sheiba field in the Rub al-Khali desert to the refinery in Abkeik, Saudi Arabia.

A team of specialists led by Konstantin Maslakov is creating infrastructure to meet the needs of a new power plant in the emirate of Fujairah, UAE.

A significant object for Konstantin Vladimirovich was the construction, commissioned by the Russian Orthodox Church, of the Strange House at the site of the baptism of Jesus Christ on the Jordan River.

During the same period, Konstantin Maslakov studied at the German Academy of Management of Lower Saxony under the Innovative Management program.

In the 2010s, he worked in the structures of Rosself JSC, where he manages the activities of a shipbuilding holding, cooperates with Peton Construction LLC, and takes part in the construction of a liquefied natural gas plant near Vyborg.

Since June 2020, Konstantin Maslakov has been the general director of MIP-Stroy 1 LLC, the leading construction division of the Mosinzhproekt engineering holding. The company's team brings together more than 4,000 specialists.

In 2022, MIP-Stroy 1 will implement key infrastructure projects in the Russian capital, including the Big Ring Line of the Moscow Metro and the Moscow High-Speed ​ ​ Diameter, a promising highway that combined the North-East and South-East chords into one project.

Under the leadership of Konstantin Vladimirovich, the company is building the National Space Center. The NCC complex will allow combining key organizations of the rocket and space industry of Russia on one site, such as the situation center and the central office of the state corporation Roscosmos, industry institutes, enterprises and design bureaus. NCC is the first project in the field of high-rise construction, which MIP-Stroy 1 implements in-house.
