Biography

Artyom Kostyrko was born on October 30, 1981 in the city of Krasnogorsk of the Moscow region.

Artem Kostyrko in 2003 graduated from Higher School of Economics (Higher School of Economics National Research University) in "sociology".

From 2003 to 2006 worked in ANO Center of Strategy of Improvement of Management of a Transport Complex where did a way from the project manager to a position of the deputy CEO.

From 2006 to 2014 worked at "The national research university – Higher School of Economics. Held a position chief of the Center of the analysis of activity of executive authorities (department of administrative modeling) of Higher School of Economics National Research University. Participated in the projects connected with the electronic government was one of experts by preparation of the 210th federal law on state services.

In 2014 passed to work into the Moscow Department of Information Technology (DIT). Worked as the project manager in directorate of the state program "Information city". After that was the adviser for information technologies in DIT.

The former deputy manager of DIT of Moscow Andrey Belozerov who worked with Artem Kostyrko more than 10 years calls him "the father of Big Data in a public sector". After transition from Higher School of Economics National Research University to DIT of Moscow the main field of activity of Kostyrko was the analysis of Big Data which generate the city systems, the last years he headed the relevant division in DIT, Belozerov explains.

One of the largest projects which it kept – the analysis of depersonifitsirovanny these mobile operators about movement of subscribers on the city. Based on these data the general plan of the city is developed, development of transport and social infrastructure is planned.

In 2017 began work in State budgetary institution "Information City", the DIT subordinated organization of Moscow. As the department director was engaged in examination of projects of industry informatization in housing sectors, educations, health care, social security, culture, security, property, finance and economy, Territorial Department.

2018: Deputy manager of DIT of Moscow

In October, 2018 Artem Kostyrko was appointed to a position of the deputy manager of DIT of Moscow. The office contract with it is signed for a period of 5 years. The department told TAdviser that at the time of appointment new distribution of powers between deputy managers of DIT just is expected. At the same time, it is known that Artem Kostyrko will supervise the direction of Big Data, use of artificial intelligence, the projects "Active Citizen", "Our City", Crowd.mos.ru, uniform geoinformation space (EGIP), development of a city authentication system (SUDIR) and other systems, explained TAdviser in DIT.

I consider that DIT of Moscow was very lucky because Artem Kostyrko – the widest outlook of people, both in IT, and in managerial questions, - the former deputy manager of DIT of Moscow Andrey Belozerov says. - In the HSE he was engaged in reengineering of state processes, and in DIT worked hard with data from different information systems. The wide perspective will help it with solving of tasks, put in the digital strategy of Moscow. One of its directions is creation of the new systems and services based on Big Data such, for example, as personal educational trajectories or predictive infrastructure maintenance. I consider that it is the best specialist in the field of Big Data in a public sector.

According to Belozerov, Kostyrko's team also has broad competences in the field of artificial intelligence and machine learning.

He is married, has two sons (as of October, 2018).
