Biography

Was born on April 5, 1957 in the village. October republics Moldova. In 1978 graduated from the Leningrad highest military general command college of S.M. Kirov, in 1999 - Military academy of the General Staff of Russian Armed Forces.

In 2002 got an education in Information technologies at the State university of management of Ordzhonikidze.

1978-2001: Service in GRU

From 1978 to 2001 served in structure of GRU of the General Staff of Russian Armed Forces. In at one time with Oleg Dukhovnitsky studied in GSh Academy.

In 2001-2003 worked as the deputy CEO for the international development in MRKS Holding group.

From 2003 to 2005 SUE Mosoblstroyproyekt Design institute held a position of the associate director.

In 2005-2006 SUE UGS was the associate director.

From 2006 to 2008 Kritsky worked as the chief executive of Multinet Holding Group company, the company executive Infocomm - the technical operator on design and construction of facilities and communication systems according to the Olympic program "Sochi 2014".

In 2008-2009 held a post of the adviser for international issues in Megafon International.

2009-2012: Svyazinvest

Since February, 2009 Kritsky is the Deputy CEO of JSC Svyazinvest, the member of Boards of Directors of JSC YuTK, JSC Dalsvyaz, is responsible for internal control of financial and economic activity of subsidiaries and affiliates, risk management and management of the international projects.

The decision on Kritsky's appointment in Svyazinvest is made by Shchegolev according to Dukhovnitsky's recommendation. Has direct access to the minister.

According to law enforcement agencies Kuznetsov has stable relations in the criminal world, is connected with a number of swindlers and Badri Shengelia is suspected of affiliation with the famous raider recidivist. Considering that connection with criminals was established by Kuznetsov still in the early nineties and are supported so far, there are no bases to hope that in the near future Kuznetsov will leave a sphere of influence of criminal structures. A special role in Kuznetsov's activity is played by communications of his permanent business partner Sepiashvili D.M., in the Jewish and Georgian diasporas.

In JSC Svyazinvest Kritsky forms "team" which enter:

• Nichiporenko Alexey Nikolaevich is the adviser to the CEO of Svyazinvest, the former CEO of Megafon-International. Kritsky is interested in career development of Nichiporenko since he upon transition from MegaFon guaranteed the last the position corresponding to the position which is earlier held by it;
• Potapova Olga Leonidovna is the director of the department of development of regions
• Kopyev Alexey Evgenyevich is the director of the department of internal audit.

The former head of Federal State Unitary Enterprise RTRS Gennady Sklyar who is the adviser to the CEO of JSC Svyazinvest Yurchenko supplies Kritsky with information because of "teeth" and "White House". Sklyar entered peculiar "talent pool" of Shchegolev and is considered as the candidate for a post of the head of the Federal agency of information technologies.

Potapova O.L. is the most entrusted Kritsky's person in Svyazinvest. She actively acquaints Kritsky with representatives of the Russian and foreign companies (for example: RK-Telekom, "Interkross", Tekhnovik, "Infiniti", "Axis of TD", etc.) with which Kritsky discusses "cooperation conditions". In particular, after the meeting with Kritsky representatives of the Chinese company "Hauvey" told that during the conversation Kritsky declared the determination to render them assistance, having especially noted a possibility of the direct contact to the minister, but when accounting its "interest" which amount should be comparable to "rollbacks" which were paid during the work through the companies of integrators - "NVision" and Technoserv earlier.

In October, 2009 in circumvention of the guide of Rostelecom Kritsky held negotiations with representatives of the Azerbaijani company "Delta Telecom", having designated conditions of their successful cooperation with RTK.

For good remuneration Kritsky lobbied the interests of Borodino-Telecom Ltd company (for Yermolaev Maxim Fedorovich) in Roskomnadzor; expands cooperation with Satel company (Aynitdinov Artur) on supplies of equipment in MRK of Svyazinvest.

Kritsky's business interests cover not only telecom industry. So, together with the former colleagues, he participates in selection of construction company which will win the general contract on construction of housing for the military personnel in the Krasnodar and Stavropol regions. The volume of the allocated funds more than 5 billion rubles, remuneration of participants of this "project" from 5 to 10%. In "project" the high-ranking staff of Management of state orders of MO (the organizer of tender), and participate in administration of Krasnodar Krai the ex-vice governor Nadiradze V.

According to tax authorities Kritsky is a founder of the following commercial structures working in the field of telecommunications:

• Infocomm Consulting and Inzhenering LLC
• Infotekhstroy LLC
• Sfera-NT Scientific and Production Enterprise LLC

In March, 2012 the deputy CEO Mikhail Kritsky left board of JSC Svyazinvest. He left the company in connection with end of the employment contract.
