Biography

Was born on July 12, 1965 in Kalachinsk of the Omsk region, Russia.

Graduated from Ordzhonikidzevsky highest general command school twice Decorated with the Order of the Red Banner of Marshal of the Soviet Union of A.I. Eremenko.

Graduated from Military academy of M.V. Frunze.^[1]

2007 - graduated from RAGS majoring in "The public and municipal administration".

Knows English.

1982-2006: Service in GRU

1982 - 2006 - served in Armed forces in GRU of the General Staff of Russian Armed Forces^[2] Served in Cuba.

March, 2006 - - worked November, 2007 in VGTRK as the head of department - the associate director of Department - the Office of VGTRK.

November, 2007 - - worked June, 2008 as the associate director of Department of the press service, information and the protocol of the Government of the Russian Federation.

2008-2011: The department director in the Ministry of Telecom and Mass Communications

July, 2008 - January, 2011 - held a position of the director of Administrative department of the Ministry of Telecom and Mass Communications of the Russian Federation. It is employed in the Ministry of Telecom and Mass Communications according to the recommendation of Zharov with whom worked in VGTRK (2006-2007) earlier, and then in Department of the press service of the Government of the Russian Federation (2007-2008).

Personnel department, inspection department of citizens' appeals, department of accounting and tax statements and also department of the mode and department of ensuring mobilization preparation^[2] were under its authority in the Ministry of Telecom and Mass Communications^[2]

• Subbotin A.G. is the deputy CEO of Federal State Unitary Enterprise Moscow City Broadcasting Network;
• Chernyshev E.E. - the advisor to director general of Federal State Unitary Enterprise Svyaz-bezopasnost who shortly is going to hold the head's post (the colleague on GRU).

Dukhovnitsky attached one more "adherent" Kotlyarov P. P. the head of security in the structure headed by Dmitry Skuratov, created by Malofeyev for the solution of "special" delicate tasks.

Concerning the property Dukhovnitsky complex interacts with the adviser to the minister S. Lukashov. However recently the relations between them considerably deteriorated. At problem solving, connected with the real estate relies on the adviser to the minister (on a voluntary basis) S. Mastyugin and the adviser to the CEO of JSC The S. Polyakov's Svyazinvest (see the Section Obizhennye) with which Oleg Gennadyevich is connected by the business relations.

The federal state unitary enterprises controlled by Dukhovnitsky (Federal State Unitary Enterprise Svyaz-bezopasnost, MCRBN, GTsSS, etc.) bear a financial burden on payment of the numerous "snowdrops" working in the ISS out of the state, "gifts" for holidays, expensive cars for the management of the Ministry and to that similar encumbrances (so, for example, MCRBN supports the personal cook of the Minister and the personal assistant to the most Dukhovnitsky).

So, for example, at the beginning of summer of 2009 Dukhovnitsky instructed Federal State Unitary Enterprise Svyaz-bezopasnost to sign the following agreements:

• with Softtekh Ltd (it is registered in Interdistrict Inspectorate of the Federal Tax Service No. 46 for Moscow of 1/10/2008, authorized capital – 10,000 rub) on implementation of an automated system of financial accounting for the amount of 32,457,800 rub;
• with Profstroytekhnologiya LLC (according to the Ministry of Taxes and Tax Collection the organization is in an unstable financial status, has an unsatisfactory capital structure, profit is absent, the solvency is on the lower bounds of permissible values) for repair and internal finishing of placements for the amount of 1,084,566 rub;
• with Tong Stroy LLC - for project development of re-plannings for the amount of 2,502,519 rub;
• with Luch LLC (it is registered 12/1/2008, authorized capital – 10,000 rub) - for maintenance of the systems of the security fire warning on objects of customers (JSC CenterTelecom, Federal State Unitary Enterprise RChTs TsFO, Estatelekom Ltd) for the amount of 1,663,459 rub (from 9/1/2009 for 8/31/2010).

Local sharp fellows quickly pasted to Oleg Dukhovnitsky the nickname "Mujaheddin" or just Spirit for addiction to open "racket". And this with the fact that Federal State Unitary Enterprise Svyaz-bezopasnost is in extremely financial hardship, there are permanent delays in salary payment to security guards, mass reductions (only in the Moscow branch 1500 employees in the current year were dismissed) are carried out.

The chief accountant of Federal State Unitary Enterprise Svyaz-bezopasnost Berezutskaya L. and the chief accountant of the Ministry of Telecom and Mass Communications Zakharyashcheva G. considering that the cost of these contracts is several times overstated refused to approve the transaction and were dismissed "by agreement of the parties".

At insistance of the Dukhovnitsky enterprise increase expenses on payment of services, not having relations to the activity purposes listed in the Charter. So, the contract with Aprel Firm LLC for production of souvenirs and representative products for Federal State Unitary Enterprise Svyaz-bezopasnost made 1 million 418 thousand rubles.

Dukhovnitsky renders comprehensive assistance in business development of the close communication to Zabrodotsky I.Yu. – to the owner and CEO OSS Corporation. So, through Marder in the spring of 2009 replacement of documents for obtaining "telephone codes" in connection with overdue submission due dates with this company of the statement in Roskomnadzor was performed. Dukhovnitsky organized appointment of the Deputy CEO of OSS Corporation Sheredin R.V. the deputy manager of Roskomnadzor. 2011-2012: Deputy Minister of Telecom and Mass Communications

On January 20, 2011 - the Russian Prime Minister Vladimir Putin the order of N48 appointed Oleg Dukhovnitsky to the position of the Deputy Minister of Telecom and Mass Communications of the Russian Federation. In this position he supervised functions abolished in 2010. The federal agency on information technologies: technoparks, Scientific Research Institute Voskhod and system of biopassports and also federal portal of statistics.

The board member of JSC Russian Investment Fund of Infocommunication Technologies (Rosinfokominvest) also actually manages this organization on behalf of Shchegolev. Controls activity of federal state unitary enterprises: "Communication security", MCRBN, GTsSS and so forth.^[2]

2012: Head of Rossvyaz

2012 - it is appointed the head of Federal Communications Agency (Rossvyaz).

2021: Dismissal from a position of the head liquidated Rossvyaz

The prime minister Mikhail Mishustin signed the order of the Government of the Russian Federation of January 21, 2021 about dismissal of the head Oleg Dukhovnitsky liquidated Rossvyaz. The corresponding data are published on the official Internet portal of legal information.

Dismiss Dukhovnitsky Oleg Gennadyevich of the head of Federal Communications Agency in connection with abolition of Federal Communications Agency, the document says.

Mishustin dismissed the head liquidated Rossvyaz

Rossvyaz is in process of liquidation since the end of November, 2020 when the relevant decree was signed by the president Russia Vladimir Putin. Later Mishustin charged Mintsifra of the Russian Federation to complete process of liquidation of department till June 30, 2021. Functions of Rossvyaz will pass into Mintsifry which becomes their legal successor. Personnel and other decisions are not made yet, consultations are held with Government of the Russian Federation, Ministry of Finance and Ministry of Labor, reported in Mintsifry on June 20, 2021.

We report that now and before completion of all corresponding procedures, Rossvyaz will perform in full the functions and to operate normally. All current processes of activity will be complete in time — Oleg Dukhovnitsky said.

The government approved the chairman of liquidation commission (Sergey Chebakov) and charged to approve Mintsifra the structure of this commission, having included Mintsifra's representatives, Treasury, Rosimushchestvo, Rosarkhiv and other interested federal executive authorities.

Mintsifra it is entrusted to approve in coordination with the Ministry of Finance expense budgets on holding liquidating actions and also to provide transfer to of the finance which remained at the disposal of Rossvyaz.

It is entrusted to the chairman of liquidation commission of Rossvyaz, among other, to render to employees of the abolished organizations assistance in employment in Mintsifry and other federal executive authorities, and at impossibility of employment or at failure of workers from employment to provide providing to them the relying guarantees and compensations.^[3]
