Biography
Alexey Matsnev was born in Tambov in 1972. Graduated from the Air Force Academy. Prof. N.E. Zhukovsky with a degree in Radio Engineer-Researcher.
From 2005 to 2008, he worked at Corbina Telecom (later joined VimpelCom OJSC) as Director of the Department of Telematics Services and Data Transmission, led the project for the development and support of broadband access, the development and operation of the IP backbone network, as well as the regional segment of telematics services and data transmission services.
Since 2008, as Head of the Department of Technical Development and Retail Business Support, he led the broadband development project at TransTeleCom (owned by Russian Railways).
Since the spring of 2011, he was appointed IT Director of the State Corporation "Russian Technologies." The main task of Alexei Matsnev in Rostechnologies was to build a unified information infrastructure of the corporation.
- In the context of a significant (by 40%) reduction in IT personnel and a significant (more than 60%) reduction in the IT budget of the corporation, he optimized the work of the IT Department, ensured that the quality of the corporation's IT support remained at the same level.
- He developed, defended and implemented in practice the concept of the Internal (captive) self-sustaining IT integrator of the corporation for 600 of its enterprises. Within the framework of the project, he developed a set of IT services and services, worked a package of more than 100 agreements with vendors
- He launched the procedure for monitoring the IT budgets of 600 enterprises of the corporation, as a result of which it was possible to achieve their significant optimization.
Since May 2013 - Director of the Department of Multiservice Networks at Rostelecom.
As of August 2023, he is the technical director of T-Com (part of Rosatom State Corporation).
