- 2008-2010 Director of the Informatization Department of the Ministry of Health and Social Development of the Russian Federation. In October 2010, media and bloggers massively wrote about three IT tenders announced by the Ministry of Health, with very short deadlines - from 14 to 16 days. Experts unequivocally indicated that in such a time it is impossible to perform the required work. In particular, in two weeks it was required to create a social network for health workers and patients, develop a decision support system for doctors, as well as a federal electronic medical library.
Oleg Simakov in an interview with CNews explained the tight deadlines set aside for the creation of the social network by the fact that the regulatory document on its development appeared only 10 days ago, and reporting on completed projects was required until the end of the financial year, that is, by mid-December 2010.
"The very idea of creating such a social network has been discussed for two years, but the order to create it has been issued only now. I have no assumptions who will decide to take on this project, since the task for the contractor will be really difficult, "Simakov said.
But the tenders never played - they were canceled on October 11. October 13, 2010 Oleg Simakov wrote a letter of resignation from the post of director for informatization of the Ministry of Health and Social Development.
