Biography
Svetlana was born on April 7, 1964 in the city of Sevastopol.
In 1986 the production engineer graduated from the Ulyanovsk state polytechnical institute majoring in.
In 2002 graduated from the Moscow institute of economy and management of the industry majoring in "Accounting, the analysis and audit".
From 2001 to 2007 headed control and auditing department, department of interaction with the public and media, management of finance of City administration Dimitrovgrad.
Since 2009 "The public and municipal administration" studies in the Ulyanovsk branch of the Russian Academy of National Economy and public service under the President of the Russian Federation in. In 2011 in the Russian academy of public service received degree of the master of psychology.
2007: Start of work in the government of the Ulyanovsk region
Since September, 2007 works in the government of the Ulyanovsk region.
2010: Deputy Prime Minister of the Ulyanovsk region
Since November, 2010 – the Deputy Prime Minister of the Ulyanovsk region.
Since March 12, 2013 - the Deputy Prime Minister - the chief of staff of the governor and the government of the Ulyanovsk region.
2016: Transition to corporation based on regional MFC
On April 11, 2016 it became known of Openysheva's leaving from a position of the vice-chairman of the regional government. She will direct corporation on information technology development which will appear based on MFC[1].
In regional administration of Openyshev supervised management of information technologies, management on human development, department of data protection and management of family and population policy.

2017
Adviser to the Prime Minister of the Ulyanovsk region
Since January 20, 2017 Svetlana Openysheva in the status of the adviser to the Prime Minister of the Ulyanovsk region supervises questions of implementation of state policy in the field of information and telecommunication technologies, data protection of the government of the region and executive authorities, questions of carrying out administrative reform and performance of the decrees of the president concerning improvement of a system of public administration. According to Openysheva, all these questions were in her competence since 2008.
Digital salting of the Ulyanovsk region
In March, 2017 the governor of the Ulyanovsk region Sergey Morozov allocated the director of regional Corporation of development of IT (OGKU "The Government for Citizens") Svetlana Openysheva by powers of the ambassador of the Ulyanovsk region in the field of ICT[2]. At a meeting with Openysheva the governor reported that she will hold this post since April 1.
According to the assigned powers, the ambassador will have the right to take part in work of the commissions and groups of the foreign companies working in the field of IT, to conduct work on increase in investment attractiveness of the region in this sphere, to consider all offers which came to the address of the governor and to prepare on them the notes and offers for it. Management of activity of the ambassador will be directly performed by the governor.
In January and February, 2017 of the power of Denmark told about plans to found a position of "the digital ambassador". According to the Ministry of Foreign Affairs of Denmark, this position had to become first-ever. As envisioned by officials, work on building of the relations with the world IT companies, such as Google, Microsoft, Facebook, Apple and other[3] should become one of key tasks of "the digital ambassador"].
Also Svetlana Openysheva is going to be engaged in similar work. She noted that in the world there is a number of the large IT companies having the income exceeding budgets of many countries, and establishing contacts and interaction with these multinational corporations for increase in investment attractiveness of the region will be its main goal.
The purpose of my work as the IT ambassador is answered one of tasks of the strategy of development for the industry of information and communication technologies and electronics of the Ulyanovsk region for 2015-2020. More specifically – to increase in investment volume into an IT cluster of the Ulyanovsk region. It is possible to achieve it only through attraction to the region of the new IT companies, - Svetlana Openysheva in an interview to one of regional editions[4] noted[5]. |
Openysheva considers it expedient to begin work first of all with representative offices in the Russian Federation of such companies as Google, Apple, Intel, Microsoft and others. She wants that these companies opened the offices in Ulyanovsk and deducted taxes in the regional budget.
Task – to open their offices at us. For example, in Kazan the office " Yandex.taxi " is opened. Though could work for us. Of course, there is also a reverse of the medal - the companies which are already existing in the region express the concern: if world brands come" into the region, then it will create the competition in labor market. In August, 2017 Svetlana Openysheva told TAdviser about the first results of the activity as the digital ambassador. She emphasized that it is not personal merits, but work of all command. One of results - signings the agreement with "Yandex" within which it is worked out such directions as education, health care, " Yandex.transport ", long-distance bus transportations and others. In the Ulyanovsk region three platforms for training of school students from 2017 academic year in programming on the example of Python within the project " Yandex.lyceum " were also created. And existence in the system of " Yandex.transport " of the city of Ulyanovsk will allow to increase information scope of the population about work of city transport that certainly will positively affect the standard of living of each person using city passenger transport, Openysheva says.
Also the agreement with PostgreSQL company was signed. In it the directions of cooperation regarding transition to domestic softwares, training and development in the Ulyanovsk region in development and operation of databases are designated.
In 2017 to year in the region the General Assembly of WEGO on which Ulyanovsk is selected by the vice president of WeGO till 2020 was carried out. Interaction with WeGO gives to the Ulyanovsk region the chance to get acquainted with the advanced innovative developments and to use them for quality improvement of life of the population, Svetlana Openysheva notes.
Also we conduct close cooperation with the World Bank in the direction of digital economy and leading companies of the Russian Federation and the abroad on project implementation of "The smart region", - she reported. |
The planned appointment as the deputy governor
In the Ulyanovsk region there was the deputy governor's position concerning development of digital economy which since 2018 was occupied by the director of OGKU "The Government for Citizens" Svetlana Openysheva. Regional mass media with reference to the head of the region Sergey Morozov reported about it [6].
Svetlana Openysheva told TAdviser what tasks are set for her by the governor. Sergey Morozov gave assignment to issue the concept "Smart region" in the form of the project, and as of August this work is already actively performed, she said. Also in July the Government of the Russian Federation adopted the Digital Economy of the Russian Federation program where the basic directions are in detail painted: normative regulation, personnel and education, information infrastructure and security. The realization of the applied directions on fields of activity will be enabled through development of the corresponding actions plans ("road cards"). Including there will take place selection of the pilot "smart cities".
In 2017 we should carry out the analysis of capacity of the Ulyanovsk region and readiness of different spheres for implementation of intellectual digital technologies within digital economy. It is also necessary to select priority projects, to find partners and investment platforms for the enterprises, to create budgets for 2018-2020 taking into account need of financing of projects, - told Openyshev's TAdviser. |
In addition to process activity a part of work needs to be issued in the form of "road maps" in the directions. For example, Personnel of Digital Economy, Education and Formation of Research Competences projects. They mean joint work of the educational organizations, subordinated organizations of the Ministry of Education and Science, private investors with the Smart School project, universities, the IT companies and OGKU "The Government for Citizens" with "Fund of development of IT", Svetlana Openysheva says.
Within the current activity it is necessary to attract investors who work in the field of smart technologies to the Ulyanovsk region, considers future the deputy governor. The example already is – Ekobas Global with production of smart lighting, she says.
2018
Appointment of the governor as the deputy did not happen
Svetlana Openysheva's appointment to a position of the deputy governor of the Ulyanovsk position planned since the beginning of 2018 did not take place. Openysheva explained TAdviser that questions which she supervises in the status of the adviser to the Prime Minister of the Ulyanovsk region were in its competence since 2008. Therefore, according to Svetlana Openysheva, this or that status does not play a special role in achievement of the tasks set by the governor Sergey Morozov. In work with the federal center there are no problem points, she says.

On September 17 the Ethics Commission headed by the head of administration of the governor of the Ulyanovsk region Anatoly Ozernov, having investigated results of service check on the publication in Instagram of the director of OGKU "Corporation of Development of Internet Technologies" of the Ulyanovsk region Svetlana Openysheva of a post about "a chocolate bathtub", recommended to issue to the official the reprimand, reported the Kommersant edition[7].
According to the member of the commission, the chief of the department of civil service and the personnel of administration of the governor Alexander Ryabokon, several aspects of a situation – "from the financial, legal and ethical points of view" were considered.
From the financial point of view, there are no violations, the permit for two cost about 60 thousand rubles, it is normal. But there are questions from the ethical point of view, how correctly it placed comments especially as Svetlana Vladimirovna still is also the adviser to the governor for information technologies, - Alexander Ryabokon told Kommersant. |

According to Alexander Ryabokon, the Ethics Commission came to a conclusion that the post madam Openysheva "to some extent discredited honor and dignity of the official" and recommended to the governor to issue it the reprimand. As noted in administration of the governor on September 18, Sergey Morozov agreed with opinion of the commission and will sign the order after return from a business trip.
Earlier the Governor of the Ulyanovsk region charged to carry out service check of Svetlana Openysheva after a selfie in a "chocolate" bathtub. As reported[8], the director of IT corporation Svetlana Openysheva shared in Instagram of a selfie from a holiday in Azerbaijan: the adviser to the governor showed how admits to sanatoria naftalanovy (an oil sort) a bathtub. "A lot of chocolate does not happen" — signed the photo the official.
Any immodest relation will be stopped. Many are able to afford to go abroad. But when I looked at eccentricities of madam Openysheva, I made the decision to carry out service check.
