Born November 1, 1949 in Belarus.
In 1969 she graduated from the Vitebsk electrotechnical school communications BSSR, specialty "District telecommunication, radiification."
In 1976 she graduated from the Leningrad Electrotechnical Institute of Communications named after Prof. Bonch-Bruevich (since 1993 - St. Petersburg State University of Telecommunications named after Professor M. A. Bonch-Bruevich), specialty "Automatic Telecommunications."
In 1982 she graduated from the Faculty of Printing at Moscow State University. Lomonosov majoring in journalism.
In 1989 she graduated from the Academy of National Economy under the President of the Russian Federation (since 2010 - the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA)).
In 2001 she graduated from the Russian Academy of Public Administration under the President of the Russian Federation, specialty "State and Municipal Administration" (legal support).
