Education

Alexey Ovchinnikov in 1998 graduated from the Russian National Research Medical University named after N.I. Pirogov with a degree in medical medicine, in the same educational organization in 2000 he completed a residency in the direction of surgery. From September 1998 to August 2000 he underwent clinical residency at the Department of Faculty Surgery of the Russian State Medical University named after N.I. Pirogov.

Career

2000-2006

From September 2000 to December 2006, he worked as a surgeon in the 1st surgical department of the Tambov Regional Clinical Hospital.

2007-2012

From January 2007 to December 2010, he worked as head of the surgical department of the Central City Hospital in Kotovsk.

From January 2011 to July 2012, he worked as head of the surgical department of TOGBUZ "City Clinical Hospital No. 4 of Tambov."

In August 2012, he began working as head of the 2nd surgical department of TOGBUZ "City Clinical Hospital No. 3 of Tambov."

2022

In September 2022, Alexei Ovchinnikov was elected to the Tambov City Duma in the single-mandate constituency No. 1. Nominated from the party. At the same time, the acting minister was not shy in expressions. The next day, as Baza notes, the operatives examined the territory of the hunting base in the Pervomaisky district of the region and found the remains of at least three roe deer and traces of a snowmobile.

Aleksey Ovchinnikov said that "I really went hunting, but there was no hunting itself," that "I did not fire a single shot from a personal gun" and that it was not he who was driving the car stopped for inspection, but an acquaintance. The official complained that the police stopped him with his friends cars "for no apparent reason" and that "some events on the part of the police... continued right on the road in the cold for several hours. " The head of the department also said that he "agreed to voluntarily go to the department" and that his phone was "taken away in a rather rude manner." Finally, according to Ovchinnikov, in the department from experiences, his blood pressure and sugar increased, so he left the police in an ambulance.

As for the obscene speech on the video, Ovchinnikov said that he admits that he was "wrong" and "spoke in an inappropriate tone," so now he feels a sense of shame and asks for forgiveness for this.[2]

Detention in illegal hunting case

In June 2024, the former Minister of Health of the Tambov Region, Alexei Ovchinnikov, was detained in the Lipetsk Region on charges of illegal hunting. The detention took place as part of operational-search measures, and Ovchinnikov was taken to a temporary detention center of the Ministry of Internal Affairs of the Tambov Region. A criminal case was initiated against the ex-official under Part 1 of Art. 258 of the Criminal Code of the Russian Federation.
